Mhamed Biygautane is a Lecturer in Public Policy in the School of Social and Political Sciences, the University of Melbourne. He holds a Ph.D. and a Master of Public Policy and Management from Monash University, and was the recipient of numerous prestigious international scholarships such as the Endeavor Scholarships and Fellowships, the Mohammed bin Rashid Al-Maktoum Fellowships, and Partnerships for Learning Undergraduate Studies (PLUS) program. Prior to undertaking his Ph.D., Mhamed had worked as a Research Associate in the Public Management Program at the Dubai School of Government and as an adjunct Lecturer at Zayed University in Dubai. He also worked with several international consultancy firms such as Accenture and Palladium as well as several organizations such as the World Bank, the OECD and the UNDP. Recently, Mhamed taught undergraduate and post-graduate courses of management and governance at Monash University and the Swinburn University of Technology. Mhamed’s research interests are located at the interface between public management and organizational theory. He explores how the institutional context affects the implementation of public sector reform initiatives and programs such as public-private partnerships, privatization, knowledge management and downsizing public sector organizations, with particular emphasis on the Gulf Cooperation Council (GCC) and Middle Eastern countries. His research has appeared in several Q. 1 (A and A* in ABDC list) international academic journals such as Public Management Review (Impact Factor 4.22), International Journal of Project Management (Impact Factor 6.62), Accounting, Auditing, and Accountability Journal (Impact Factor 3.49), Thunderbird International Business Review, and Research in the Sociology of Organizations, among others. Mhamed has also presented his research at several international academic and industry conferences such as the Academy of Management Annual Meetings in the US and Canada, EGOS conferences in Europe, Jeddah Economic Forum in Saudi Arabia, and Project Management Forum in Dubai. In 2017, Mhamed was a co-director of an academic workshop organized at the Gulf Research Meeting at the University of Cambridge in the UK.

Georgios A. Antonopoulos is Professor of Criminology at Northumbria University Newcastle (UK). He has taught at Teesside University and at the University of Durham. Previously he was visiting fellow at Sheffield University and at Vrije Universiteit Amsterdam. A former local government officer, he has worked in partnerships providing strategic direction to community safety partners with the aim of coordinating criminal policy. He has led and managed projects funded by the European Commission, the Economic and Social Research Council, and the British Ministry of Justice. Prof. Antonopoulos is board member of the Cross-Border Crime Colloquium, series editor of the Routledge Studies in Organised Crime, and editor-in-chief of the journal Trends in Organised Crime. In 2014-2015 he served as executive director of the International Association for the Study of Organised Crime (IASOC). He has acted as expert or consultant to the strategic analysis sector (e.g. Enterprise & Diplomatie Groupe ADIT, France; Sandstone SA, Luxemburg; Intellegit, Italy; Oxford Analytica, UK), to RAND, the Centre for the Study of Democracy (Bulgaria), Her Majesty’s Revenue & Customs (HMRC), the British Police, the UK Cabinet Office, the UK Department of Business, Innovation and Skills, the US Department of Commerce, the Brazilian Ministry of Justice, and the United Nations Office on Drugs and Crime (UNODC). Since 2019 he has been a Fellow of the Academy of Social Sciences. He has commented extensively on illegal markets in media outlets including BBC World, The Guardian, The Observer, Deutsche Welle, NBC News, Al Jazeera, VICE, and The Economist.
