UN Resolution on the promotion and protection of the human rights and fundamental freedoms of Africans and of people of African descent against excessive use of force and other human rights violations by law enforcement officers

Black Lives Matter protests in major cities around the World in Summer 2020 followed the killing of George Floyd and other people of African descent by US law enforcement officers. The United Nations Resolution on the promotion and protection of the human rights and fundamental freedoms of Africans and of people of African descent against excessive use of force and other human rights violations by law enforcement officers, acknowledges police brutality against people of African descent to be an unacceptable breach of universal human rights. Subsequently, in January and February 2021 a number of hearings highlighting "executions and violence" against PAD were held by International Commission of Inquiry | On Systemic Racist Police Violence against People of African Descent in the United States (inquirycommission.org). In 2021, former US law enforcement officer Derek Chauvin was convicted and sentenced to 22 years imprisonment for the murder of George Floyd.

The 2030 Agenda for Sustainable Development provides a normative framework to interrogate existing  implementation of human rights by UN member states, and advocate systemic change to achieve SDG 10 and SDG 16. For example, A/HRC/47/53, the Annual Report of the United Nations High Commissioner for Human Rights, on the Promotion and Protection of the human rights and fundamental freedoms of Africans and of people of African descent, against excessive use of force and other human rights violations by law enforcement officers, 1  June 2021 responds to reports of systemic racism and lessons of 2020, with recommendations of actions to be taken.

In addition,  A/HRC/CRP, the Annual Report of the United Nations High Commissioner for Human Rights for the promotion and protection of the human rights and fundamental freedoms of Africans and of people of African descent against excessive use of force and other human rights violations by law enforcement officers, including Reports of the Office of the High Commissioner and the Secretary-General. These reports relate to racism, racial discrimination, xenophobia and related forms of intolerance, for follow-up to and implementation of the Durban Declaration and Programme of Action 2001.
