I am a Professor of Public Affairs at Indiana University’s O’Neill School of Public and Environmental Affairs. I am interested in understanding the ways in which the design and delivery of public programs influence disparity in the outcomes of those programs and inequality more broadly.

I earned a doctorate in Political Science and am a currently a Professor of Public Affairs at Indiana University’s O’Neill School of Public and Environmental Affairs. My research focuses heavily on the impact of policy design and implementation on disparity in policy outcomes. This work has examined a broad range of issues, including racial disparity in K-12 education, equal employment opportunity, insurance coverage for children with autism, immigrant policy in the American states, same sex marriage bans, and social construction in policy design. My primary focus, however, has been the adoption and impact of criminal justice reforms, particularly on the reduction of racial disparity in policing outcomes. This work has explored the impact of numerous reforms including sentencing, police training and screening, and representation of minority groups in law enforcement.
