Lilli is a Consultant in the Social Development portfolio at OPM, with a technical focus on gender and gender equality, rights and understanding processes of change (norms and behaviour). She has experience working in programmes, advisory and research roles, including on various complex, multi-country evaluations. Prior to joining OPM, Lilli worked for Tostan International in West Africa to support the implementation of their Community Empowerment Programme aimed at promoting positive social change (through non-formal education within a human rights framework), with an emphasis on ending harmful traditional practices such as early / forced marriage and female genital cutting (FGC). She also worked for a number of years for Mokoro, contributing technical expertise on a range of assignments, including research and preparation of a policy brief and book chapter on women’s economic participation in Ethiopia; preparation of a country report on female genital cutting (FGC) in Gambia; and review of a manual to facilitate processes of change/address FGC in Tanzania. She has provided research coordination/inputs on a number of major evaluations, including an evaluation of Finland’s development cooperation; the REACH initiative; the Scaling-up Nutrition programme; as well as on an evaluation of UNICEF’s work in gender equality and basic education. She is currently working to integrate gender and social inclusion into large, multi-year programmes related to the extractives sector in Kenya and Ghana and on climate change adaptation in South Asia, as well as undertaking research into the impacts of drought on children's well-being in Ethiopia.
