Introduction
Over the past 16 years, Laurent has gradually been working as an academic researcher, R&D Director (Oxford Consilium), project manager, senior policy analyst/government advisor, full-time faculty and Advisory Board member of a technology transfer centre of the United Nations.
Expert
After Bachelor and Masters degrees in Development Geography, with emphasis on Earth sciences, risk management, and sustainable development, Laurent started to work at a French Ministry on international risks related to climate change, sea routes and energy security, inter alia. This included several environmental diplomatic events, including contributing to the UN's 2007 mid-term assessment of the environmental Millennium Development Goal 7.
Laurent was subsequently selected by a multilateral development bank (the IsDB) to research the desalinated water-energy nexus at Oxford University (2007-2010) with full merit scholarship for young professionals. Since then, Laurent has been managing scientific, humanitarian and development projects and has been providing advisory contributions and consulting services to governments, companies and NGOs working in Africa, the Middle East and the Indian Ocean.
A former Advisory Board member at the UN Climate Negotiations' technology arm (the CTCN) and a former member of Oxford University's delegation to the UN COP Climate Negotiations (2009-2014), Laurent is a specialist of WASH, water risks and adaptation, the seawater-freshwater nexus, coastal development risk management, and low-carbon technology transfer mechanisms.
Laurent was previously in charge of the international green workshops of the Europaeum (Oxford, UK). By 2013, he became an R&D Director at Oxford Consilium, focusing on a program of green hydraulic infrastructure in West Africa and KSA's Western region. He is well-published in leading geography and environment journals (like 'Environmental Science and Policy' and 'Water mdpi') and a reviewer of the forthcoming UN's IPCC Assessment Report 6, on climate change impacts (WGII).
Laurent holds a PhD (Oxon DPhil) from the Oxford University School of Geography & the Environment; Bachelor and Masters degrees (Summa Cum Laude) in Geography from the Univ. of Paris1 Sorbonne, and certifications in Management of International Organizations, Risk Management, Law of the Sea, and Permaculture.
