His research field is cultural policies, from a rights-based and intercultural perspective. He has co-edited the book "Cultural management and policy in Latin America", published by Routledge. Between 2011 and 2015 he served as National Director for the promotion of Cultural Rights and Cultural Diversity at the national level in Argentina.
