Introduction
Beth is an independent consultant in Disability Inclusive Development, focusing mainly on disability-inclusive education and disability measurement. Her PhD focused on validation of the UNICEF/Washington Group Child Functioning Module in Fiji, for the purpose of disability disaggregation of Fiji's Education Management Information System (FEMIS).

Beth specialises in disability inclusive development and has a wide ranging background in the development sector, including design, monitoring and evaluation, team leadership, consulting, lecturing, research, policy analysis and capacity development. Beth has a deep interest in complex systems, particularly in terms of monitoring changes and developing timely and responsive policy and policy implementation.
Recent areas of focus: inclusive education, disability measurement, and disability disaggregation of data systems.
Beth started the Disability Program at the Nossal Institute for Global Health in 2002 and was a founding member of the Australian Disability and Development Consortium (ADDC). In 2008 Beth co-founded and managed the CBM-Nossal Institute Partnership for Disability-Inclusive Development, jointly leading a team of 10 technical (plus administrative) staff providing support to the Australian government Department of Foreign Affairs and Trade (DFAT) in capacity development, technical advice and research.
