I am a professor of environmental economics at the University of Gothenburg, Sweden. My research focuses on the design of environmental policy instruments. Recent focus has been on issues of acceptability of policy instruments, their distributional effects, and ways of making efficient instruments such as taxes more acceptable by refunding or using revenues constructively.

My research focuses on the design of environmental policy instruments. From 2010-2014 I was a part of the AR5 of the IPCC and was the Coordinating Lead Author of chapter 15 on policy instruments. I built up the Unit for Environmental Economics at the University of Gothenburg to be a prominent center, with four full professors and a dozen senior faculty. Moreover, I have published a dozen books and 100 articles on environmental policy with applications to energy and climate, industry, transport economics, and resource management in developing countries.
