I'm a public policy analyst, focused on drug policy and crime control, and in particular on means of achieving compliance with rules while imposing the smallest possible burden of actual punishment.
Currently Professor of Public Policy at NYU and director of the Crime and Justice Program at the Marron Institute on Urban Management.
Previous academic posts include UCLA Luskin School, Harvard Kennedy School, and, as visiting faculty, the University of Virginia, University of Maryland, and Harvard Law School.
Public-sector experience in the U.S. Congress, Boston city government, and the U.S. Department of Justice.
Chair of BOTEC Analysis LLC, a policy consulting and research firm, which among other projects advised the State of Washington on developing regulations for its legal cannabis market.

Mark Kleiman is Professor of Public Policy at the New York University Marron Institute on Urban Management. His research concentrates on crime control and drug policy, with specific reference to deterrent regimes designed to minimize the actual infliction of punishment. His books include Against Excess: Drug Policy for Results; When Brute Force Fails: How to Have Less Crime and Less Punishment; and (with Jonathan Caulkins and Beau Kilmer) Marijuana Legalization: What Everyone Needs to Know. Prof. Kleiman holds a Master’s and Ph.D in Public Policy from the Harvard University Kennedy School of Government and Bachelor’s degrees in economics, political science, and philosophy from Haverford College. His previous academic appointments were at Harvard and UCLA. His public-sector experience includes positions on Capitol Hill, in Boston’s City Hall, and in the Criminal Division of the U.S. Department of Justice, where he served as director of the Office of Policy and Management AnalysisHe is co-editor of the Journal of Drug Policy Analysis. Through BOTEC Analysis, LLC, he provides consulting and research services to governments at all levels.
