I am the Director for Multilateral Cooperation at the Department of Science and Technology (DST) in South Africaa. I am a former senior science and technology representative of the DST in Tokyo, Japan for more than five years. I am also the former head for the DST Official Development Assistance (ODA) Directorate, now called Development Partnerships. I have been working in the public sector for more than ten years and before then I consulted for the public and private sector.

I am an international student in Stellenbosch University, at Sustainability Institute pursuing Masters in Sustainable Development. My background is in spatial data analysis, Geographic Information System and Remote Sensing (GIS/RS). Scope of my work experience has been broadened to explore socio-economic structures of communities proximate to ecosystem resources I mapped.
Short description:
I was a Director of the Garden Route Biosphere Reserve and prepared the submission to UNESCO for its declaration. I have worked for 30 years in various environmental and community development capacities, including animal husbandry and rehabilitation, environmental education, project development, fundraising, implementation and management. In 2011 I did a Masters in Business Administration (MBA) in order to enhance my abilities to understand, interface and engage with corporate entities. My research focused on the relevance of social capital in the success of cooperatives in small communities.
Short description:
Iulia works with the United Nations Educational, Scientific and Cultural Organization (UNESCO) on inclusive growth, social policy, and knowledge impact on policy. She is the Chief of Section a.i. for Management of Social Transformations and Foresight, leading the work on the MOST intergovernmental programme and the UNESCO Inclusive Policy Lab. Prior to UNESCO, Iulia worked on the same agendas with the United Nations Development Programme (UNDP). Her appointments with the United Nations were preceded by work with the US Aid Development Agency (USAID)/International Research & Exchanges Board (IREX). Iulia holds an MSc in Comparative Social Policy from the University of Oxford, following on from a degree in economics.
