Eighth session of the Conference of Parties to the International Conference against Doping in Sport

The Conference of Parties (COP) to the International Convention against Doping in Sport convened its eighth session from 26 to 28 October 2021 at UNESCO Headquarters, Paris. All States Parties to the Convention and UNESCO Member States were invited to participate in this statutory conference held every two years.

Building on the innovative format and success of the COP7 Pre-Forum, following the official opening session, COP8 comprised two roundtables focusing on the engagement of athletes and the role of private stakeholders in protecting and promoting sport values, ethics, and integrity. An open press conference concluded the first day of the Conference.  

Sport in Brazil

The second and third days focused on progress accomplished since COP7 and on proposals aimed at further developing the implementation of the Convention. In addition, participants had the opportunity to consider the impact of COVID-19 on anti-doping operational and structural capacities and changes in the global anti-doping system. Emerging challenges of States Parties were also addressed.

Key items for the consideration of COP8 included:

  • Elections of the governance of the Convention and of the newly established Panel of Independent Experts supporting the COP Bureau and the Anti-Doping Fund’s Approval Committee;
  • Operational Guidelines and a Framework of Consequences for non-compliance with the International Convention against Doping in Sport;
  • Model Legislative Framework of the International Convention against Doping in Sport;
  • Monitoring and implementation of the Convention, including the proposed improvement and refinement of the monitoring system and tool;
  • No State Party left behind: use of the Fund for the Elimination of Doping in Sport and resource mobilization.
