UNESCO Journalists' Safety Indicators

Pinpointing significant matters that show, or impact upon, the safety of journalists and the issue of impunity.

Developed following the endorsement of the UN Plan of Action on the Safety of Journalists and the Issue of Impunity in 2013, the Journalists' Safety Indicators (JSI) pinpoint significant matters that show or impact the safety of journalists and the issue of impunity.

The JSIs establish a mapping of key features that can help assess the extent to which journalists are able to carry out their work under safe conditions and determine whether adequate follow-up is given to crimes committed against them. The JSIs further identify actions the various relevant stakeholders took in promoting journalists’ safety and fighting impunity. These actors include the UN, State and political actors, civil society organizations and academics, and media and intermediaries.

The systematic approach provided by JSI assessments enables stakeholders to track changes – and hopefully, progress – over time, both at the national level and in the overall implementation and impact of the UN Plan of Action on the Safety of Journalists and the Issue of Impunity. It is important to also note that the indicators are not intended as a universal model but rather signal a range of relevant items to be considered in mapping each environment; they are, therefore, descriptive and are designed to be adapted for what is most relevant in the given context.
