Capacity development

Conveners of SDG4-Education 2030, as well as all partners, are individually and collectively supporting countries in implementing the SDG4-Education 2030 agenda, by providing technical advice, national capacity development based on their respective mandates and comparative advantages, and building on complementarity.

Developing comprehensive national monitoring and evaluation systems is a priority for Education 2030.  This allows to generate sound evidence for policy formulation and the management of education systems as well as to ensure accountability.

Developing capacity for data collection for financial reporting is also an important part of developing country capacity.

UNESCO assists countries in building institutional capacities in its fields of competence.  Through its networked central units, institutes and field offices, it provides a variety of capacity-building services within the ministries in charge of education and training as well as for the benefit of various national stakeholders. 

In the field of educational policies and strategies, the current focus is placed on strengthening national capacities to design coherent policies and credible development plans within the framework of SDG4-Education 2030.

The areas of capacity-building include, among others: 

  • Education management information systems;
  • Education sector analyses and policy assessment;
  • Education policy formulation;
  • Policy simulation and resource projection techniques;
  • Educational expenditure and finance frameworks;
  • Macro-economic frameworks;
  • Monitoring and evaluation mechanism;
  • SWAps and donor coordination.

In response to countries' requests for support in these areas, UNESCO organizes a series of training workshops on policy development, simulation, planning and implementation.
