NTI strengthens countries’ capacities to develop and implement national teacher policies in Dakar, Senegal
UNESCO, in collaboration with the International Institute for Capacity Building in Africa (IICBA), will host a regional capacity-building workshop in support of the four countries involved in the Norwegian Teacher Initiative: Strengthening Multi-Partner Cooperation to Support Teacher Policy and Improve Learning.
The three-day workshop, which takes place on 24-26 September, 2019 in Dakar, will bring together NTI country focal points from Burkina Faso, Ghana, Malawi and Uganda, other representatives of the Ministries of Education, NTI partner organizations and experts in the area of teacher policy development and implementation. The aim is to strengthen the capacities of key decision-making personnel to successfully drive the development and implementation of their national teacher policies with the coordinated support of NTI partner organizations.
Teacher policy must be framed within a sector plan and national development priorities. The NTI project kicked off at the national level with all four countries undertaking and completing individual country mappings to identify priorities for their contexts. The findings will be discussed in relation to the dimensions of the Teacher Policy Development Guide (2015) - a key resource produced by the International Task Force on Teachers for Education 2030 to guide national decision-makers to develop a holistic and coherent national teacher policy.
IICBA, with its long-standing experience in supporting African countries in teacher policy development and implementation, will be closely involved in the workshop. Participants will examine the process of teacher policy development and implementation in order to decide upon the best approaches within the respective country contexts.
While teacher policies are recognized as country-specific they can draw on the evidence of best practices from a wide range of countries and organizations. Under the NTI, countries like Burkina Faso, Ghana and Malawi have focused their efforts towards agenda-setting and teacher policy development. In Uganda, efforts are currently directed towards the implementation of its national teacher policy. This workshop offers a platform for the four NTI countries to share their experiences thus far, identify common issues and discuss possible solutions.
Other countries, that have already successfully accomplished the process of developing and implementing a national teacher policy, will also be invited to share best practices and lessons learnt. The workshop is expected to foster peer learning and facilitate networking opportunities well beyond Dakar.
