Education 2030 Framework for Action to be formally adopted and launched
The Education 2030 Framework for Action (FFA) is to be formally adopted and launched at a high-level meeting, alongside the 38th UNESCO General Conference at UNESCO headquarters, Paris on 4 November 2015.
The FFA provides guidance to countries for the implementation of the Education 2030 agenda. It aims to mobilize all stakeholders around the ambitious education goal and targets, and proposes ways of implementing, coordinating, financing and reviewing the 2030 education agenda - globally, regionally and nationally - to guarantee equal educational opportunity for all.
The FFA has been developed through a highly consultative process with its essential elements agreed upon at the World Education Forum held in Incheon, Republic of Korea in May 2015. The resulting Incheon Declaration represents the firm commitment of countries and the global education community to a single, renewed education agenda - Education 2030 - which is holistic, ambitious, inclusive and aspirational.
Subsequently, at the United Nations Sustainable Development Summit, Member States formally adopted the 2030 Agenda for Sustainable Development, committed ‘to providing inclusive and equitable quality education at all levels - early childhood, primary, secondary, tertiary, technical and vocational training’, underscoring that all people ‘should have access to lifelong learning opportunities’. The agenda comprises a set of 17 bold, global Sustainable Development Goals (SDGs) including Goal 4 on education which encapsulates the aims of Education 2030.
Despite tremendous progress made in expanding educational opportunities worldwide over the past 15 years, the Education for All (EFA) goals and education-related MDGs remain unfinished business. Education 2030 attends to this unfinished business, while effectively addressing current and future global and national education challenges.
This important event is the culmination of a process, the aim of which was to develop and set in motion a new universal education agenda for the next 15 years. It is organized jointly with the United Nations Development Programme, the United Nations Populations Fund, the United Nations High Commissioner for Refugees, the United Nations Children's Fund, the United Nations Entity for Gender Equality and the Empowerment of Women, and the World Bank.
The meeting brings together ministers and high-level representatives of government delegations, heads of international agencies, representatives of multi- and bilateral organizations, civil society, the teaching profession, academia, youth and the private sector, who will jointly adopt the Education 2030 Framework for Action. During the meeting, ministers and eaders of WEF 2015 co-convening agencies and partners, including civil society, will be asked to share their views on, and commitments to, the final FFA.
Immediately after the high-level meeting (from 6pm) the publication “Rethinking Education: Towards a global common good?” will be officially launched. The publication encapsulates the vision and principles outlined in the Education 2030 FFA. It is also a call for public policy dialogue around the purpose of education and the organization of learning in order to ensure inclusive and equitable quality education and lifelong learning for all by 2030. Speakers at the launch will include UNESCO Director-General Irina Bokova, Assistant Director-General Mr Qian Tang as well as one of the two co-chairs of the Senior Experts’ Group tasked with preparing the publication, Professor John Morgan.
