Nous plaidons pour la nécessité d'aller au-delà des déclarations officielles sur la politique interculturelle en réalisant une analyse comparative des pratiques politiques dans trois Maisons de Quartier (NHs, Case del quartiere), définies par la Municipalité comme des espaces ouverts et interculturels où associations et citoyens peuvent développer des activités visant à exprimer différents contextes culturels, favoriser la participation et soutenir l'inclusion sociale. L'étude montre comment les trois NH poursuivent différentes approches sociales, culturelles ou plus politiques de l'interculturalisme, reflétant quelque peu le contexte social et structurel dans lequel les trois NH ont été établis, ainsi que les définitions des problèmes et les cadres politiques des organisations fondatrices.

The concept of intercultural dialogue will have different meanings in different countries depending upon their histories, traditions, population structures, concepts of
citizenship and the distribution of rights and freedoms.

Indeed studies show that intercultural dialogue has been understood in a plurality of ways ranging from promoting: a culture of peace, a dialogue of or among civilisations, cultural co-operation or diplomacy, integration and social cohesion through community participation, etc. It has also been used interchangeably with terms such as ‘cultural diversity’ or ‘multiculturalism’. Some have even argued that the concept is in itself contentious and places artificial boundaries around cultures and their ‘representatives’.

The focus of the research, therefore, is a comparative assessment of how the now global interfaith movement has emerged and developed across these three diverse case studies. Over the course of three years, researchers conducted extensive fieldwork in Delhi, Doha and London, which involved participant-observation at a range of interfaith events, for the most part in dialogue settings such as conferences, roundtables and workshops. Extensive interviews were conducted with interfaith practitioners, religious leaders, scholars, government officials, policymakers and also laypeople. Although centring on three distinctive case studies, the research carried out encompasses many of the trends and challenges that are identifiable across the broader interfaith movement, and should be of interest to politicians, policymakers, religious and community leaders and scholars or students with an interest in the field of interfaith.

Les participants à l'atelier ont discuté ensemble des stratégies, des projets et des initiatives de 11 pays qui combinaient la reconnaissance de la diversité culturelle avec l'objectif de l'égalité des chances de participation.

The UNESCO Crossings Institute for Conflict-Sensitive Reporting and Intercultural Dialogue has been launched at the University of Oregon in 2013.

Working from curricula developed by UNESCO and the University of Oregon School of Journalism and Communication, Crossings Institute training in conflict sensitive reporting begins with acknowledgement that conflict is a critical element of most news reporting. Learning to report on conflict with a point of view oriented to what may be a solution rather than a simplistic who-wins-and-who-loses perspective can result in informative and constructive journalism of social value.

Their website works like a radio station, offering to the audience a great variety of radio podcasts and intercultural conversations. on  Professor and Crossings Senior Research Fellow Chris Chavez recently attended a UNESCO Conference on reporting in Nairobi, Kenya. Research fellow Emerson Malone spoke with Chavez on the role journalists can play when reporting conflict-sensitive subjects such as immigration, tribal and religious conflicts in the area.

By encouraging direct contact and deep communication between local communities, ROOTS has seen transformation: stereotypes are replaced by an understanding of the other’s humanity, suffering, needs and roots. This greatly reduces fear and creates appreciation and support for each other. This groundwork of trust, safety and understanding is the foundation of any political solution. The transformation undergone by those who have engaged with Roots has led them from apathy and frustration to responsibility and involvement.

ROOTS runs dialogue groups at least once a week between members of local communities. Aware of the fact that there is great disagreement over many issues - over the facts of the past and the reality of the present; ROOTS has found that effective dialogue is the secure place for argument, and leads to deeper understanding. It is in this space that solutions can be built and actions can be developed.

Launched on 21 May 2012, Culture(s) with Vivendi aims at providing a concrete illustration of the role played by cultural and creative industries in fostering economic growth, enhancing social cohesion and fuelling innovation. The website is composed of four parts:

  • the "Artist Inspiration" section shows the diversity of musical and cinematographic influences that help artistic creativity to flourish;

  • the "Creative jobs" section presents the value chain and the wealth of career paths within the cultural industries, explained by actual professionals in the field

  • the "Intercultural Dialogue" section demonstrates the linkages between culture and mutual understanding;

Rwanda has faced war and migration since 1959, and genocide against the Tutsi in 1994. Currently Rwanda is inhabited by native groups, people who have migrated from other countries, and migrated Congolese people who have received nationality. The Batwa or “Abasigajwe inyuma n’amateka”, literally translated as those who were neglected by history, form an isolated and marginalized group in Rwandan society. Batwa are widely stigmatized, the Impunyu above all. Taboos surround eating together or even using utensils used by Batwa.

Batwa tradition is rich in song, dance and music. Dance, instinctively arising from music, is one of the most spectacular expressions of the Rwandan culture. The IDARC project (Intercultural Dialogue Awareness Rising for Cooperation) uses dance to play an important role in civil, economic and social life of the Rwandans. Further, the IDARC project promotes freedom of speech and thought by creating an intercultural dialogue space for peace and development in Rwanda. This project solves two problems; it enables the marginalized ethnic group to express their thoughts and ideas through sharing their culture to the cultural lives of other Rwandans and it promotes understanding and cooperation among Rwandan citizens.

Established by the Economic and Social Council (ECOSOC) of the United Nations in 1958 as one of the UN's five regional commissions, ECA's mandate is to promote the economic and social development of its member States, foster intra-regional integration, and promote international cooperation for Africa's development.

What is this good practice about ?

This paper tackles the challenge of diversity management in Africa, a continent with countries that bear a very specific History, notably in terms of politics and fairly recent independence, as well as ancestral traditions. How to manage a cultural diversity that translates into so many different dimensions? Determining the property of the land, representing politically all the different clans, initiating dialogues between State leaders who lead the country and indigenous representatives who lead some communities?

How is this initiative contributing to intercultural dialogue? What challenge(s) does it tackle ? What is at stake?

This report illustrates how cultural diversity can be instrumentalised, driving to different types of discrimination that lead to what is called 'diversity-based conflicts'. Following those observations, it draws tangible examples how cultural diversity must be turned into an opportunity: it starts with equal rights for all, with contemporary democratic pillars that must also adapt to ancestral systems of governance in order to be fully equitable, respectful of all the citizens without any kind discrimination (clan, language, religion, value system, traditional models of land management and property, reconciliation, etc.)

Quote from the paper: There is little doubt that diversity management is indispensable for socioeconomic transformation. It is a requisite for nation-building, which entails integration of the different identity groups into a community of citizens under a shared system of institutions.

With the Reinhard Mohn Prize 2018, Bertelsmann Stiftung seeks to highlight ways in which living together in cultural diversity can be productively shaped. Following the Reinhard Mohn Prize’s motto – to “learn from the world” – we launched an international research project looking for good examples of dealing with cultural diversity that could also be translated usefully to Germany. The first results of this research were the subject of an expert workshop in Berlin in July featuring around 20 specialists in the field from academia, politics, the business sector, the media and civil society. In addition to experts from Germany, specialists from Canada, the United Kingdom, France, Belgium and Israel also participated. The workshop participants together discussed strategies, projects and initiatives from 11 countries that combined the acknowledgment of cultural diversity with the goal of equal opportunities for participation.

Amanda Rheaume is a Métis musician based in Ottawa with a very rich family history. And the more she dug into those stories, the more she was inspired to write about her heritage. 

Oscar Baker III grew up in two very different communities. His mother is Mi'kmaq from Elsipogtog First Nation in New Brunswick. His father is black and his hometown is St. Augustine, Florida. He was surrounded by addiction, violence and poverty. As an angry teenager he drank and looked for trouble on the streets of St. Augustine. Eventually, it would threaten to swallow his life whole. But Oscar saw an opportunity and made a life-changing decision.

Unreserved's own Kim Wheeler shares what it was like to grow up in an adopted family outside of her culture and how she found her way back. She is Mohawk and Anishinabe and was adopted out as part of the ;60s scoop or the Adopt an Indian or Métis Child program. As part of an assimilation policy the federal government took thousands of Indigenous children from their families, often without consent.

SALTO-YOUTH (Support, Advanced Learning and Training Opportunities for Youth) works within the Erasmus+ Youth programme, the EU programme for education, training, youth and sport.  As part of the European Commission's Training Strategy, SALTO-YOUTH provides non-formal learning resources for youth workers and youth leaders, and organises training and contact-making activities.

What is this good practice about ?

Quite a lot of people have prejudices about inclusion groups. This takes away the opportunities of the young people without even giving them a chance. SALTO-YOUTH hopes this booklet inspires youth workers accross Europe to create greater acceptance of people who are different, to build a better image for them amongst the general public. Combating these negative images is part of youth and inclusion work. This booklet aims to give youth workers practical tools and tips to improve the image of their target group. This way, they create greater acceptance of the young people in question, which will contribute to their inclusion in society.

How does this initiative contribute to intercultural dialogue?

It provides a great diversity of ideas in order to break down stereotypes and to deconstruct prejudice. The urgency of establishing Kōkiri centres resulted from creation of the Tu Tangata policy which identified that Māori customs and traditions were in very real danger of becoming extinct through lack of concerted development amongst an increasing Māori population who were entrenched in a non Māori social and economic environment.

National initiatives were necessary to decrease the number of Māori mortality rate due to ill health, increasing numbers of Māori leaving school with little or no qualifications and opportunities, unemployment and lack of cultural knowledge and direction.

The Carnegie African Diaspora Fellowship Program facilitates engagement between scholars born in Africa who are now based in the United States or Canada and scholars in Africa on mutually beneficial academic activities. Managed by IIE, in collaboration with the United States International University-Africa in Nairobi, higher education institutions based in Ghana, Kenya, Nigeria, South Africa, Tanzania and Uganda are involved in this program. A total of 390 African Diaspora Fellowships have been awarded for scholars to travel to Africa since the program’s inception in 2013.

How is this initiative a good practice of intercultural dialogue? What challenge(s) does it tackle ? What is at stake?

Each person’s vision and references are based on a variety of elements, including their cultural background (systems of value, spiritual beliefs, traditions, etc.). The participants of the program (the fellow and the host) may have cultural references in common, but as they have evolved in different environments, working together gives a unique opportunity to shape new ideas and recommendations, with the exchange of perspectives and skills at the heart the entire process.

From a discussion focused on the management of religious diversity at work to the presentation of innovative tools to update a practitioner’s set of methodologies, this page of events provides both experts and the general public a great source of capacity-building activities as well as a dynamic hub of knowledge exchange.

SIETAR Switzerland equips a variety of audiences with intercultural competences. How can intercultural dialogue help?

In this specific case, intercultural dialogue is essential to build gender-inclusive environments, in schools, museums, research institutions etc. dealing with STEM on an every-day basis. Providing the opportunity to tackle the issue of discrimination based on gender, through an open dialogue between girls and boys, women and men, will be key to assess the tangible situations of injustice, to exchange ideas and to eventually work together to shape sustainable solutions.

Why is this a good practice?

Project HYPATIA has been engaging with schools, museums, research institutions and industry, in multiple places of the world, in order to provide staff members, managers, and decision makers in STEM education with concrete and operational guidelines on how to change the way science, technology, engineering, and mathematics is communicated. Such recommendations have been built on the collection of various best practices, that the document highlights with dedicated links.

Current changes in Bolivia carry along processes of decentralisation. As a result, the potential for conflict related to democratic governance and participation has risen at the regional as well as the local level. The policy of large-scale exploitation of natural resources fuels further disputes and has an impact on the environment and particularly on marginalised and disadvantaged population groups.

However, political participation processes are increasingly non-violent, and local legislation is drafted on a participatory basis. More and more, conflicts over environmental issues and resources are also resolved in a non-violent manner. Marginalised and disadvantaged population groups, particularly indigenous peoples, smallholders and women, are demonstrably exercising their rights. Their participation in political processes is strengthened, and this is facilitated by intercultural dialogue.

This eBook is one of the outcomes of an interdisciplinary research held at Pontifícia Universidade Católica do Rio de Janeiro (PUC Rio), in Brazil, on the intercultural understanding of water issues encountered by the communities living in Rio. It is the result of the cooperation between PUC Rio and the Foundation Cardinal Paul Poupard, which has founded UNESCO Chair on interreligious and intercultural dialogue. This UNESCO Chair is based at the St .Andrews college in Mumbai, and led by Giuseppe Musumeci.

Teams have been working together in order to share experiences and expertise on diverse issues related water that are managed not only with scientific technical competences, but also with a sharp knowledge of the communities’ culture, notably in terms of spiritual beliefs. Indeed, one key observation has been that conflicts related to natural resources among individuals and larger communities cannot be sustainably solved without considering the cultural background of the people.

In this article they analyse how interculturalism, intended as a new paradigm of immigrant integration policies, has been taking shape in an Italian city, Turin, in the context of the current economic crisis. We argue for the necessity of going beyond official statements on intercultural policy by undertaking a comparative analysis of policy practices in three Neighbourhood Houses (NHs, Case del quartiere), which are defined by the Municipality as open and intercultural spaces in which associations and citizens can develop activities aimed at expressing different cultural backgrounds, fostering participation and supporting social inclusion. The study shows how the three NHs pursue different approaches social, cultural or more political to interculturalism, somewhat reflecting the social and structural context in which the three NHs were established, as well as problem definitions and policy frames of the founding organisations.

The Ethnic Communities Council of Victoria (ECCV) and the Alfred Deakin Institute for Citizenship and Globalisation (ADI), Deakin University share a common concern with understanding intergenerational issues among newly arrived communities in Victoria. Intergenerational relationships serve as both a strength and vulnerability during the often harsh process of family migration. These tensions are often not easily understood by research and policy makers, not least because community emotions can fall outside the scope of the policy process.
