In 2009, the National Quality Forum endorsed a framework for measuring and reporting the delivery of culturally competent care and a set of 45 preferred practices for cultural competency. An expert panel was later convened to provide expertise and strategic direction for measurement of the National Quality Forum-endorsed preferred practices. This report presents the recommendations and findings of that panel, which evaluated the cultural competency practices and focuses on broad issues related to the development of the survey measure measurement gaps, and strategies for implementing the practices.

This toolkit is a guide for providers wishing to establish or enhance the mental health services they provide through collaboration. Eight population‐specific toolkits, entitled Establishing collaborative initiatives between
