The organizers of this conference have chosen a topic that is crucial for the future of our societies: Will they be inclusive, welcoming, and based on trust, or exclusive, mistrustful, and driven by populism, xenophobia and violent extremism?

The handbook is intended to support Member States  in  the  collection,  tabulation,  analysis,  dissemination,  and  use of  migration  data,   and is thus expected to contribute directly to monitoring the implementation of  the  Sustainable  Development  Goals  (SDGs).  By  assisting  countries  in  collecting  accurate, up-to-date, and relevant data on the stocks, flows, and contributions of  migrants and migration to development, it is hoped that the guide will facilitate the  integration of migration into national development planning and strategies.

The article argues that this needs a change in the education curriculum, and teacher training. The article outlines the cultural competencies that teachers need.

The White Paper argues 'that our common future depends on our ability to safeguard and develop human rights…democracy and the rule of law and to promote mutual understanding' and that 'the intercultural approach offers a forward-looking model for managing cultural diversity'.
