The OECD’s Inclusive Innovation Policy Toolkit is a guide to aid policymakers in the design and implementation of effective innovation policies for inclusive growth.

 

The toolkit draws on a set of 33 detailed case studies of inclusive innovation policies implemented in 15 countries and on two cross-country examples. Inclusive innovation policies are seen here as removing barriers for disadvantaged groups (social inclusiveness), laggard firms (industrial inclusiveness), and regions (territorial inclusiveness) to enable all segments of society to participate in and benefit from innovation.
