Introduction

The Project "Promoting the Values ​​of Sport through Education, Health and Governance of Sports Federations in Africa" is an initiative of the UNESCO’s Multisectoral Regional Office in Abuja in cooperation with the International Center for Sport Security through ICSS INSIGHT. It aims to translate into action the recommendations of the Abidjan Meeting and the objectives of the Kazan Action Plan. The Project is built around an innovative partnership, including ECOWAS, CNOSS, CONFEJES, CONFEMEN, WHO, UNODC, UNWOMEN, IOM, UNICEF, FISU and other institutions.

Objectives

The project pursues five main objectives, namely:

  1. To foster, promote and support the creation of an environment conducive to Quality Physical Education (QPE) in African countries, particularly through the education system.
  2. Support the promotion of the sport values in the service of regional integration, peace and peaceful coexistence among peoples.
  3. Promote women's leadership (especially in sports governing bodies) as a guarantee of better governance of sport in Africa and an enhancement of their role in this field.
  4. Strengthen the institutionalization and promotion of the fight against doping in sport including the integrity of sport and establish a regional prevention and control observatory in African countries through public authorities’ capacity.
  5. Facilitate access of people with disabilities to sport and sports activities through the training of staff (coaches, teachers, trainers, etc.) in physical education and sports.

Activities

The implementation of these objectives has been divided into five components:

  • Component 1: Creating an enabling environment for Quality Physical Education (QPG) in African countries, particularly through the education system;
  • Component 2: Promote the values of sport for regional integration, peace and peaceful coexistence between peoples;
  • Component 3: Promote women's leadership as means to achieve better governance of sport in Africa and an enhancement of their role in this field;
  • Component 4: Combating doping in sport and promoting the integrity of sport;
  • Component 5: Promotion of inclusion and access of people with disabilities to sport and sport competitions.

Expected Results

The Ouagadougou Round Table aims to discuss the implementation of the Project with a concrete appreciation of the technical and financial issues, within the pilot framework of Burkina Faso and Côte d’Ivoire, with the input of experts, technical and financial partners mobilized for this purpose.

More specifically, it will be:

  1. Explain the objectives of the five Components, the different stages of their implementation and the budget;
  2. To collect the observations and inputs of the participants on the components;
  3. To share Burkina's experience in implementing the Project at the country level;
  4. To discuss the implementation strategy at the national level and the activities to be carried out at Regional level;
  5. To exchange on the partnership dynamics and partners to be involved in implementation, as well as different roles;
  6. To discuss the fund mobilization strategy and to encourage pledges from partners present;
  7. To agree on a roadmap for next steps and timeline.
