The Open Ended Working Group supports the delivery of Action 2 of the Kazan Action Plan focused on 'developing common indicators for measuring the contribution of physical education, physical activity and sport to prioritized SDGs and targets'.

The Open Ended Working Group is being formed to support the delivery of Action 2 of the Kazan Action Plan focused on 'developing common indicators for measuring the contribution of physical education, physical activity and sport to prioritized SDGs and targets'. The Commonwealth Secretariat is coordinating the implementation of Action 2 of the Kazan Action Plan and, as such, will host the inaugural Open Ended Working Group meeting. In preparation, the Commonwealth Secretariat has produced a preliminary report and draft framework of model indicators on sport and the SDGs.

The objective of the meeting is to refine and validate the focus, methodology and delivery plan for this collaborative international initiative. A high-level steering group will also be formed at the meeting.

The Kazan Action Plan was adopted on 15 July 2017 by UNESCO’s Sixth International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport, MINEPS VI.

It marks the commitment to link sport policy development to the 2030 Agenda of the United Nations, as well as support to an overarching sport policy follow-up framework and five priority areas for international and national multi-stakeholder cooperation.
