The philosophy, values, principles, objectives, annual budget, definitions which should underlie the Mongolian National Youth Policy; <br /><br />2. The main thematic areas of operation for the policy to address: education and training, healthcare and wellbeing, employment and work, participation in democratic and governance processes, culture, leisure and development; <br /><br />3. Ensuring pride of place for youth in the policy, strategies and implementation process. Applying a youth-centered approach, equity, accessibility and gender inclusiveness; <br /><br />4. Implementation strategies for effectiveness including frameworks/ mechanisms/ resources – youth centers, research and development; role of and coordination among relevant bodies – government, private sector, NGOs, community-based organizations, media; capacity building for youth organizations and leadership; professionalism among youth leaders, managers and workers; <br /><br />5. Monitoring, evaluation, updates – a youth policy should be a living document which is updated to reflect the changing context in Mongolia as well as internationally.
