The UNESCO Office in Libreville will present the 2019 Global Monitoring Report on Education, on 23 July 2019, from 9:00 am at its headquarters. It will also be an opportunity to take stock of the project "Support to the production of basic statistics and the development of the sectoral plan of education". The meeting will be chaired by the Minister of National Education and the UNESCO Representative in Gabon. It will see the participation of other ministries in charge of education, the Ministry of Economy, UNICEF, UNFPA, the World Bank and the French Development Agency. To this end, I request your editorial staff to cover this meeting, which is part of the Organization's support to the Government of Gabon.
Gabon faces many challenges in education to achieve Sustainable Development Goal 4: "Ensuring access to quality education for all, on an equal footing, and promoting opportunities for education and training. learning throughout life.

We note as follows:
- many shortcomings in the quality of education despite a net rate of schooling in particular: the non-employability of leavers, the lack of resources including infrastructure, equipment, supervisors but also teachers whose deficit was in 2010 9,200 in high school;
- the low representativeness of secondary science series;
- a school environment marked by violence and early pregnancy;
- heavy school discharge as a result of the high repetition rate (30%) and drop-out at primary level (34.62%);
- the underfunding of the education sector, only 8 to 10% of state expenditure
- the blatant deficit of statistics in education marked by the absence of a recent school map, the last school map dates from the academic year 2006/2007 ...

It is with this in mind that Gabon has committed, in the field of education, through the "Incheon Declaration" and by signing the COP21 Declaration of Paris, to implement activities related to roadmap for achieving the Sustainable Development Goal 4 (SDG) and in the implementation of the African Union's Agenda 2063 through the elaboration of a Sector Plan for Education (PES).

The materialization of this commitment is visible through the implementation of the project "Support to the production of basic statistical data and the development of the Education Sector Plan" with the support of UNESCO and involving the 5 ministries in charge. of Education and the Ministry of Economy. Given the importance of the project, other UN agencies (UNICEF and UNFPA) and development partners (Agence Française de Développement and the World Bank) joined the team by financing certain activities of the project.
The project has three main objectives:
• Produce statistical yearbooks of all sub-sectors of education;
• Carry out the diagnosis of the Education sector;
• Develop the Sector Plan for Education.

Subsequently, UNESCO was appointed Administrative Officer of the "Support Fund for the Production of Basic Statistical Data and Development of the Education Sector Plan" established for the implementation of the project.

On 09 August 2018, the Ministry of National Education and the United Nations System signed the programming document for the implementation of the project "Support for the Production of Basic Statistical Data and the Preparation of the Plan". sectoral education ". This Programming Document provides for a six-monthly meeting of the Coordination Committee to take stock of the implementation of the project at mid-term.

To this end, UNESCO is organizing the first meeting of the Coordination Committee on 23 July 2019 at 09:00. It will also present the 2019 Global Monitoring Report on Education.
