The IV International Cultural Forum “Culture and Investments: Regional Aspect”
The IV International Cultural Forum “Culture and Investments: Regional Aspect” will take place in September 11-12, in Ulyanovsk, Russia. In 2014 the Forum is held under the patronage of UNESCO and the Federation Council of the Federal Assembly of the Russian Federation. It is organized by the Government of the Ulyanovsk region, the Ministry of Art and Cultural Policy of the Ulyanovsk Region and the Foundation “Ulyanovsk – the Capital of Culture”. The Forum is organized in the framework of the International Decade of Rapprochement of Cultures (2013-2022).
The Forum-2014 is an international platform for discussing the most urgent issues of culture and cultural policy, for finding solutions to the problems faced by modern society and for forging new partnerships.
The objectives of the organizers, participants and guests of the IV International Cultural Forum “Culture and Investments: Regional Aspects” are:
to find and analyze the mechanisms connecting national and regional cultural policy;
to present regional projects, which affect the region's social and economic development in a positive way;
to come up with suggestions on developing the new regional cultural policy based on integrating various spheres of life, including culture and economy;
to bring the international cultural community together so as to implement the solutions offered;
to foster the dialogue for sustainable development and its ethical, social and cultural dimensions;
to promote the mutual understanding and reciprocal knowledge of cultural, ethnic, linguistic and religious diversity.
The IV International Cultural Forum “Culture and Investments: Regional Aspects” will contribute to the achievement of the objectives and goals of the International Decade of Rapprochement of Cultures (2013-2022) proclaimed by the General Assembly of United Nations in its sixty-seventh session (Resolution 67/104) for promoting mutual understanding and reciprocal knowledge of cultural, ethnic, linguistic and religious diversity as well as supporting reconciliation efforts.
The Forum’s business program covers 2 full-time days. The Forum’s plenary sessions take place on both days. The section session is a strategic session divided into 4 blocks dedicated to the Forum’s primary topics (see the four topics above). That’s why several panel discussions and open lectures involving the outstanding people of art and culture from Russia take place before the Forum’s main program.
The Forum’s cultural program lasts from August 29 till September 14 2014. It includes events of different formats and genres (theatrical, musical and exhibitional events; street events, etc.) Some events are joint projects of Russian and foreign partners and the Ulyanovsk region’s cultural establishments. The central event of the cultural program is “The Golden Mask” Performing Arts Festival in Ulyanovsk.
The Forum also includes presentations of regional projects which had positive effect on the region’s social and economic development. There will also Business-mission including the entrepreneurs from Russian regions, CIS countries and foreign countries – a platform to exchange experience in creative economy.
The 2-day Forum will be concluded with the final plenary session covering the outcome of business platforms.
