The field-testing has the goal to check the interoperability capacity of FLOODIS/DEWETRA system core ability to send back actual information about the situation “on field”, providing up-to-date, local information to disaster management centres, civil protection agencies, emergency response units, as well as affected citizens.

The demo case in Shkodra intends to set in place a real operationalisation of the FLOODIS/DEWETRA systems with the mobilisation and deployment of personnel and means of the GDCE along with professional volunteers, the Prefecture of Shkodra and representatives of the Shkodra municipality.
The test will be built upon the previous successful experience conducted in the same region during the final phase of FLOODIS project activities, simulating a flood to be coped with in different identified areas and the field-EOC (Emergency Operations Center) flows required to coordinate adequate deployment of human and material resources along with their response on the terrain.

The exercise will be closely followed and assessed by national and international observers by means of a structured evaluation form build upon Homeland Security Exercise and Evaluation Program (HSEEP) guidelines.

Qualified personnel from UNESCO, CIMA Foundation, ISMB, the Italian Civil Protection Department, Italian Red Cross and Rumanian Red Cross, in representation of a EU-funded project, will participate as observers.
