Since its foundation in 1960, IOC-UNESCO has been promoting international cooperation and coordinating programmes in marine research, observation systems, and capacity development to support its Member States by facilitating the development and sharing of knowledge that is essential to the sustainable management of the marine environment.

The influence of civil society has soared over the past 20 years. Faced with current global challenges that cannot be met by the community of States alone, IOC-UNESCO has grown closer to civil society in order to communicate effectively on ocean-related issues and carry out its mandate relating to the development of international coordination.

Key Partners include:
- The Barcelona Foundation for Ocean Sailing (FNOB) and its Barcelona World Race, promoting research and awareness on ocean issues for a sustainable ocean,
- Océanopolis Brest, a unique Ocean Discovery Park, combining a scientific approach with spectacular settings,
- Nausicaá, an IOC-UNESCO centre of excellence that seeks to raise awareness about sustainable development and is committed to protecting the Global Ocean,
- Sea Orbiter, a project to build a research vessel allowing a 24h/24 exploration on long-term missions of the open sea and the abyss,
- Multi One Attitude Foundation (MOAF), a charitable organization that aims to use sailing as a means for education and awareness of key water and ocean sustainability issues,
- General Bathymetric Chart of the Oceans (GEBCO), an international group of experts who work on the development of a range of bathymetric data sets and data products,
- World Underwater Federation (CMAS) to develop partnerships between researchers and civil society and involve ocean citizens in monitoring of the marine environment at the local scale,
- Society for Underwater Technology (SUT), which brings together organisations and individuals with a common interest in underwater technology, ocean science and offshore engineering.

A parallel exhibition presents another Partner: Tara Ocean Epeditions.
