The government of Madagascar, in partnership with UNESCO, the African Union and the International Council of Sport Science and Physical Education (ICSSPE), is organizing the First Regional Conference of Experts on the Implementation in Africa of a Quality Physical Education and the Kazan Action Plan.

This Conference is held in view of a Ministerial Conference, which will be organized in 2019 in Antananarivo, Madagascar. It aims at mobilizing African and international experts on the implementation of Quality Physical Education and the Kazan Action Plan, adopted by MINEPS VI in July 2017, in Africa, to :

- Acquaint with the African realities for the implementation of the Kazan Action Plan in the region;
- Consider how to implement the recommendations for a Quality Physical Education in Africa;
- Identify other regional priorities within the Kazan Action Plan and consider relevant partnerships to ensure the follow-up;
- Initiate recommendations which will be submitted during the ministerial conference.

Quality Physical Education (QPE) represents active, inclusive, peer-led learning. A tailored QPE programme supports students to develop the physical, social and emotional skills which define self-confident and socially responsible citizens.

The Kazan Action Plan was adopted on 15 July 2017 by UNESCO’s Sixth International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport, MINEPS VI.

It marks the commitment to link sport policy development to the 2030 Agenda of the United Nations, as well as support to an overarching sport policy follow-up framework and five priority areas for international and national multi-stakeholder cooperation.
