With a view to strengthening the capacity of Gabonese professionals to prepare periodic reports to monitor the implementation of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, the UNESCO Office in Libreville is organizing two workshops from November 19 to 21, 2018.
Gabon has been a State Party to the 2005 Convention since 2007 and since then has been in the process of implementing this Convention nationally. In 2007, the Gabonese coalition for cultural diversity was set up. In 2012 and 2013, Gabon participated in the elaboration process and then in the adoption and signing of the "Sub-regional strategy for the development and promotion of culture in the countries of ECCAS" which gives an important place to the cultural and creative industries. In 2015, Gabon implemented, with the support of the OIF, the Program of Support to the Strengthening of Cultural Policies and Industries - ARPIC - and updated the organic framework of the Ministry in charge of culture (creation of the direction Arts and Cultural Industries).
Capacity building for policy monitoring is used to support evidence-based policies, also strengthening informed, transparent and participatory governance systems. With such improved knowledge, government and civil society actors can work together and better highlight policies and strategies that promote the diversity of cultural expressions.
Through consultation meetings, training workshops and public debates, this process will bring together different government representatives and members of civil society to discuss the needs and challenges faced by professionals working in different cultural sectors, thus offering new mechanisms and spaces for dialogues between actors.
The 2005 Convention prescribes for its evaluation the preparation by each State Party of a Quadrennial Periodic Report which sets out the level of national / international implementation of the Convention. In 2019, Gabon is invited to submit theirs.
It is in this context that the present project is proposed to accompany Gabon in this inclusive process of preparing the Periodic Report to be submitted in September 2019
