 ustainable Development Goal 4 on education of the Agenda 2030, and the Ed
 ucation 2030 Framework for Action, the theme of Mother Language Day (IMLD
 ) 2016 is, 'Quality education, language(s) of instruction and learning o
 utcomes'.\n\n\nOn the occasion of the Day, UNESCO reiterates its position
  on the importance of appropriate languages of instruction, usually mothe
 r tongues, in early years of schooling: formal and non-formal education m
 ust deliver quality education for all learners by taking a multilingual ap
 proach, which has great potential for achieving development goal 4 of the
  Agenda 2030. It facilitates access to education – while promoting fairnes
 s – for population groups that speak minority and indigenous languages, i
 n particular girls and women; it raises the quality of education and lear
 ning achievement by laying emphasis on understanding and creativity, rath
 er than on rote and memorisation; it strengthens the cognitive aspect of 
 learning by ensuring, through use of the mother tongue, that what is lea
 rnt is applied directly in the learner’s life; it increases dialogue and 
 interaction between the learner and the teacher by providing the opportuni
 ty for genuine communication from the outset.
