In the framework of a support Programme for strengthening the creative industries in five selected African, Caribbean and Pacific countries through Employment and Trade Expansion funded by the European Union, policy efforts have conducted in Mozambique. An extensive consultation process with local stakeholders, ministries, creative sector and the private sector aimed to identify priority actions and needs in the field of creative industries. This process helped to focus the country on harnessing the development potential of the creative economy.

Three main actions were conducted: a High-level Policy Dialogue, a research and policy analysis and an analytical assessment and a policy review of the status of the creative industries in Mozambique. They have resulted in the policy-oriented study by the United Nations Conference on Trade and Development (UNCTAD) entitled Strengthening the Creative Industries for Development in Mozambique.

A plan of action jointly prepared by UNCTAD, UNESCO and ILO defining activities for each agency was also prepared.
Technology and connectivity, education and training as well as the linkages between the creative economy and the environment were also addressed as key components of the national strategy. Other actions such as reinforcing the curricula of these institutions towards the new digital economy and encourage a second language were also proposed.

The project helped to put the creative economy in the political agenda. A document was signed by the main stakeholders from the government and artistic community endorsing the study and approving the plan of action jointly prepared by UNCTAD/ ILO/UNESCO. The project set up the institutional basis to address the creative industries in economic development strategies and in developing new transversal policy areas (e.g. fiscal policies), with impact in all creative sectors.
