Key objectives of the measure:

Primary objectives of this measure are the improvement of the artistic production level and enabling equal treatment of all the active participants of Montenegrin cultural scene. The goal of measure is realization of continuity of support to development of culture in a transparent way, by means of public open competition along with distinctly defined and announced conditions and qualitative criteria. This is to ensure continuity of public financial support on an annual basis to the projects of independent authors, the institutions of culture and private companies performing the activities of culture, in many fields of cultural and artistic creativity.

Public call for co-financing of cultural and artistic creativity projects of importance to realization of public interest in culture, Ministry of Culture announces at the end of the current year for the next year. This open competition enables support in eight fields: fine arts, musical and music-scene activity, literature, literary translation, journals from the field of culture and art, theatrical production, events and festivals, and film production. Projects are evaluated and selected by the expert committees, which members are referential experts and authors from the subject fields.

The decision about the chosen projects is announced publicly by the end of the first quarter. Summing up the open competition in terms of the overall production of culture, as well as the size of the population of Montenegro, it represents a form of public financial support of importance for a significant number of cultural projects. The project approved can be co-financed up to 50% of amount of total funds needed for its realization. If it is about project of extraordinary importance for culture of Montenegro, it may be co-financed even in a greater amount.

The measure does not refer to directly to the individuals or groups from Article 7 of Convention, but according to public call criteria, the contribution to the creative work of specific groups (the disabled persons, national minorities) or to the gender equality, is significantly valued.

Results expected through the implementation of the measure:

Higher level of production in quantitative and qualitative sense, balanced territorial development of culture, a wide range of diverse cultural expressions and their adequate presentation, innovative projects, mobility of artists and ideas, professional  development of  artists, complementarity of certain cultural projects to touristic offerings of Montenegro and the needs of visitors and thus the economic contribution to the development of cultural and social life,  growing number of consumers of cultural content and audience development. 

Financial resources allocated to implement the measure:

In the period from the previous report, finances for implementation of this measure of public financial assistance, are provided continually in state budget according to the following amounts and open competition fields:

Public call 2012 – total of 377.850 € for 84 projects and programs,as follows: 17 projects from the field of fine arts; 38 projects from the field of literature and translations of literary works; 2 journals from the field of arts and culture; 8 music projects; 5 theatrical productions; 11 projects in the field of events and festivals and 3 film projects of coproduction with a minority Montenegrin share.

Public call 2013 – total of 474.650 € for 110 projects: 26 projects from the field of fine arts; 12 music projects; 44 projects from the field of literature and translations of literary works;2 journals from the field of arts and culture; 4 theatrical productions; 15 projects in the field of events and festivals; 8 movie projects.

Public call  2014 – total of 475.950 € for 85 projects: 11 projects from the field of fine arts; 10 music projects; 35 projects from the field of literature and translations of literary works; 1 journal from the field of arts and culture; 2 theatrical projects; 18 festivals; 8 movie projects.

Public call  2015 –total of 923.495 € for 94 projects such as : 22 projects in fine arts; 4 music projects; 34 projects from the field of literature and translations of literary works; one journal from the field of arts and culture; 4 theatrical projects; 22 events and festivals, 7 movie projects.

Public call  2016 –total of 868.807 € for 164 projects such as : 32 projects in fine arts; 10 music and musical stage projects; 44literary projects ; 13 projects of translations of literary works;  4 journal from the field of arts and culture; 5 theatrical projects; 28 festivals; 9 movie projects.

Main conclusions of the evaluation of the measure:

The main conclusions are derived from the reports on realization submitted by project realizers. The Ministry notes that almost all the projects on an annual basis are implemented, while expert commissions mark the realization quality level as well as the need for innovation and perseverance of continuity of certain projects before and after the next Public call.

Indicators used to determine impact:
The number of projects given support, the number of projects conducted, the number of projects by regions and the number of reports on realization submitted  is used as indicators.
