Describe the main features of the policy/measure: 

Proyecto denominado Promocion de Economia Creativa en Paraguay" ATN/ME- 16081-PR, 2017/2020. BID Lab / CIRD.
El objetivo general del proyecto busco contribuir a la innovacion y diversificacion productiva de la economia paraguaya mediante la promocion de las industrias culturales y creativas. Para lograr esto, el proyecto consolidara el ecosistema de PyMEs y emprendimientos creativos fortaleciendo actores claves publicos y privados del mismo.
Las acciones se desarrollaron desde septiembre del 2017 y culmino en septiembre del 2020 y fueron ejecutadas por la Fundacion CIRD, con amplia experiencia en la articulacion de ecosistemas y cofinanciados por el BID LAB.
El proyecto tambien permitio la sinergia muy comprometida entre el sector publico con el privado, las actividades, los objetivos, en cuanto a los ejes estrategicos, como seguir para delante, a los temas llevados en conjunto.
El proyecto desarrollo 3 componentes:
1) Componente I: Diseno y apoyo a la implementacion del Plan Estrategico de la Economia Creativa en Paraguay
2) Componente II: Desarrollo de proyectos tecno-creativos para la promocion de la innovacion en la economia paraguaya.
3) Componente III: Difusion y comercializacion de proyectos creativos en el mercado local e internacional

Project called Promotion of Creative Economy in Paraguay "ATN / ME- 16081-PR, 2017/2020. IDB Lab / CIRD.
The general objective of the project seeks to contribute to the innovation and productive diversification of the Paraguayan economy through the promotion of cultural and creative industries. To achieve this, the project will consolidate the ecosystem of SMEs and creative ventures, strengthening key public and private stakeholders.
The actions were developed since September 2017 and culminated in September 2020 and were executed by the CIRD Foundation, with extensive experience in the articulation of ecosystems and co-financed by the IDB LAB.
The project also allowed a highly committed synergy between the public and private sectors, the activities, the objectives, in terms of the strategic axes, such as moving forward, the issues brought together.
The project developed 3 components:
1) Component I: Design and support for the implementation of the Strategic Plan for the Creative Economy in Paraguay
2) Component II: Development of techno-creative projects for the promotion of innovation in the Paraguayan economy.
3) Component III: Diffusion and commercialization of creative projects in the local and international market

What are the results achieved so far through the implementation of the policy/measure?: 

Los principales resultados fueron:
* El Primer Diagnostico Cuantitativo y Cualitativo de la Economia Creativa, con participacion y colaboracion de todos los actores (sectores creativos, publico, privado, sociedad civil). Este trabajo permitio determinar el peso de la economia creativa en 2,5% del PBI, asi como, dimensionar su potencial de crecimiento.
* La creacion de la Federacion de Industrias Creativas (FIC), en octubre de 2018. La FIC nuclea a los distintos sectores creativos por primera vez y nace con el objetivo de ser el grupo Impulsor que de sostenibilidad a los esfuerzos mas alla del proyecto. La FIC asume tambien el desafio de organizar CREA+PY, el primer Mercado de Industrias Creativas.
* Se realizaron dos convocatorias de Bonos Creativos donde se financiaron 31 propuestas, por un monto aproximado de 225.000 USD, donde el sector privado puso el mismo monto en efectivo.
* El CREA+PY, primer mercado de profesionales de las Industrias Culturales y Creativas (ICC) de nuestro pais realizado en octubre pasado, que en tres jornadas reunio a mas de 2000 profesionales del sector. Se realizaron mas de 140 actividades con disertantes nacionales e internacionales, en formato de talleres, charlas, rueda de negocios, proyecciones audiovisuales y showcases.
* La internacionalizacion del sector creativo, propiciando y co-financiando la participacion en Ferias y Mercados Internacionales de mas de 60 empresas, en paises como Argentina, Brasil, Colombia, Chile, EEUU, Espana, Portugal, Francia y Taiwan.

The main results were:
* The First Quantitative and Qualitative Diagnosis of the Creative Economy, with the participation and collaboration of all actors (creative sectors, public, private, civil society). This work made it possible to determine the weight of the creative economy in 2.5% of GDP, as well as to measure its growth potential.
* The creation of the Federation of Creative Industries (FIC), in October 2018. The FIC brings together the different creative sectors for the first time and was born with the aim of being the Driving group that gives sustainability to efforts beyond the project. The FIC also takes on the challenge of organizing CREA + PY, the first Creative Industries Market.
* Two calls for Creative Bonds were held where 31 proposals were financed, for an approximate amount of 225,000 USD, where the private sector put the same amount in cash.
* The CREA + PY, the first market for professionals in the Cultural and Creative Industries (ICC) in our country, held last October, which in three days brought together more than 2000 professionals from the sector. More than 140 activities were carried out with national and international speakers, in the format of workshops, talks, business conference, audiovisual projections and showcases.
* The internationalization of the creative sector, promoting and co-financing the participation in International Fairs and Markets of more than 60 companies, in countries such as Argentina, Brazil, Colombia, Chile, USA, Spain, Portugal, France and Taiwan.

Financial resources allocated to the policy/measure in USD: 

La iniciativa ofrecio financiacion de proyectos culturales y creativos a traves de bonos creativos, por un monto total de 312.000 dolares, que fueron complementados por una contrapartida aproximada en 480.000 dolares.

The initiative offered financing for cultural and creative projects through creative bonds, for a total amount of $ 312,000, which were complemented by a matching match of approximately $ 480,000.

La evaluacion final del 'proyecto permitio identificar a la economia creativa como uno de los sectores de mayor crecimiento en la economia mundial en terminos de generacion de ingresos, creacion de empleos y aumento de las exportaciones.
Asi tambien como generados de condiciones para la innovacion y el desarrollo sostenible, las producciones tienen valor cultural en tanto son generadoras de valores, sentido e identidades. Incluye areas como artes visuales, audiovisual, diseno, editorial, inventos, musica, publicidad, software, videojuegos, entre otras.

The final evaluation of the project made it possible to identify the creative economy as one of the fastest growing sectors in the world economy in terms of income generation, job creation and increased exports.
As well as generated from conditions for innovation and sustainable development, productions have cultural value insofar as they are generators of values, meaning and identities. It includes areas such as visual arts, audiovisual, design, publishing, inventions, music, advertising, software, video games, among others.
