International Cooperation strengthening through bilateral and multilateral agreement
Key objectives of this measure are the creation of diplomatic and formal-legal preconditions for interstate cultural cooperation and dialogue strengthening, and facilitating the exchange of projects, artists and ideas. Furthermore, this create predisposition for intercultural dialogue development, connection of close and distant cultures and openness for interaction of new cultural expressions, traditions and creativity. In addition, this measure is important for the valorisation of economic potential through opening up for new cultural processes and markets. Having in mind the tourism potential of Montenegro, this measure, in this context, aims at enriching the cultural and tourist offer.
Basic activities refer to preparation, negotiation, adjustment, conclusion and implementation of bilateral and multilateral agreements with geostrategic partners and countries with which traditional relations are treasured. In the reporting period , the following bilateral agreements and programs were signed:
- In 2012: Agreement between Government of Montenegro and Poland on cooperation in the field of culture, education and science; Program for cultural cooperation between Ministry of Culture of Montenegro and People's Republic of China for the period 2012-2015.
- In 2014: Cooperation agreement in the fields of culture and education between Government of Montenegro and Government of the Republic of Italy and Program for cultural cooperation between Ministry of Culture of Romania and Ministry of Culture of Montenegro.
- In 2015: Agreement between Government of Montenegro and Government of the Republic of Bulgaria on cooperation in the field of culture; Agrement on cooperation in the field of culture with the Ministry of Culture of Cuba.
- In 2016 are made, adjusted and signed: Executive program of cooperation in the field of culture 2017-2020 with Ministry of Culture of People's Republic of China; Memorandum on understanding and mutual cooperation between Institute of Technologies of cultural hereditary ITABC the National Research Council of Italy, the University of Montenegro, Historical Institute of Montenegro and Ministry of Culture; and Agreement on cooperation in the fields of culture and education with Slovenia.
Expected results of this measure reflect in greater realization of particular cooperation projects and programs with other countries, greater mobility of artists and ideas in all field of cultural and artistic creativity, and creation of preconditions also for new film co-productions. Also, closer expert support is expected and the exchange of the experiences in the fields for which the agreements have been signed. Developed inter-cultural dialogue between signatory countries of the agreements and bigger openness of Montenegrin cultural scene and society as a whole, for new trends in culture and new aspects of co-operation, are also on of the results wanted.
Continuous budget financing of the current activities of Ministry of Culture and Ministry of Foreign Affairs, in accordance with defined jurisdictions.
The implementation of this measure is evaluated at annual level through reports on work of the Ministry as well as through analysis of the state, in new five-year Program for Cultural Development. It has been noted that is necessary to intensify the improvement of bilateral and multilateral cooperation.
