Key objectives of the measure:

This initiative aims to contribute to the strengthening of Colombian community radio, considered a relevant actor in the construction of a culture of peace and coexistence in the territories.   

It is an initiative of the Cooperative Network of Community Media of Santander, RESANDER, in partnership with the Presidency of the Republic through the World's Largest Conversation, the Office of the High Commissioner for Peace, the Ministries of Culture and of Information and Communications Technology, with funding from the European Union.

Main feature of the measure:

The initiative has a Managing Committee, composed of the European Union, RESANDER and allied institutions, such as the newspaper El Espectador.

The project has three specific actions:

Training: For the production of short educational messages and a diploma course called "Communication, Culture and Peace".

Production and broadcasting: The objective of this action is the delivery of economic incentives to community radio stations for the production and broadcasting of radio programs during 7 months. In addition, a radio kit composed of a digital recorder and headphones will delivered, along with region-wide technical support. 

Strengthening networks: This action consists of a National Meeting of Regional Networks and a final gathering to exchange experiences and knowledge in the National Meeting of Community Radios, in order to strengthen the interregional and national ties of agents working in this media segment.

Results expected through the implementation of the measure:

To promote regional integration around the construction of quantitative and qualitative information about the cultural sector, in order to strengthen the cultural policies of the region through:

1. The definition of a set of cultural indicators common to all countries (economic and non-monetary, with emphasis on the publishing and audiovisual sectors, given the amount of information available from them).

2. Regular drafting and updating of regional cultural cartographies (museums, cinemas, theaters, libraries, popular bookstores).

3. Sharing the characteristics of festivities in each country and the national databases associated with these events.

4. Publication of the articles analyzing the audiovisual sector of each country (one per month).

5. Analysis of a proposal from Colombia for a comparative study of the regulations around spectacles of the performing arts.

6. Opening of the SICSUR space to other Latin American integration forums and other relevant external institutions, such as the OAS, CELAC, and the IDB, among others.

7. Relationship with MICSUR. Six months after the market, SICSUR will carry out a survey to monitor market results, focusing on the networking and economic results of the initiative.

8. The new SICSUR web site is launched online.

9. Open call for video conference. Fist fortnight of December 2016.

Financial resources allocated to implement the measure:

The resources allocated by Colombia correspond to the available human capital to carry out the activities demanded by the system, composed of people in the area of ​​International Relations of the Ministry and technicians and advisers who support the research, knowledge gathering and institutional linkage of the Cultural Entrepreneurship Group
