Pool of Experts

Between 2011 and February 2015, the Expert Facility gathered 30 high-level international experts specialized in the fields of public policies for culture and the cultural industries. The experts are nationals of countries having ratified the 2005 Convention. Find out more about their fields of expertise, experience and technical assistance missions:

The first stage of the project established a Pool of Experts in the field of cultural policy and governance. This pool was constituted through a call for experts from which 30 experts were chosen for the diversity of their expertise, experience and knowledge of the culture sector in developing countries.
The beneficiary countries whose mission application were selected by the Steering Committee were then able to choose experts from this pool to carry out the technical assistance mission. These experts have since been working in direct collaboration with the public authorities, contributing their valuable experience and know-how.

These experts undertook a joint training session in order to establish a common working methodology and to attune their skills, directed by Patricio Jeretic, a leading and experienced international expert in cultural policies, capacity-building and in the development of the culture sectors in developing countries.

For the duration of the project, the specialists of the pool of experts are connected through a private online network, through which they are able to share both positive and negative experiences, as well as enquire on particular difficulties or specificities related to their technical assistance missions.

Following the Expert Facility’s workshop (Paris, May 2013), the experts have been actively involved in other key activities aimed at promoting the Project as well as sharing knowledge on policy-making actions, training tools and methodologies:

  • Elaboration of training materials about the Convention and its operational mechanisms.
  • Participation in major international conferences on Culture and Development (International Congress on Culture and Development, Hangzhou, People’s Republic of China, 15-17 May 2013; UNESCO World Forum on Culture and Cultural Industries, Florence, Italy, 2-4 October 2014; International Conference on Cultural Policy Research, Hildesheim, Germany, 9-12 September 2014).
  • Organization of workshops and meetings ( ‘Cultural Economy Network' workshops on 21-22 October 2013 in Shanghai, People’s Republic of China; and on 29-30 July 2014 in Prato, Italy; inception meeting of ‘U40 Arabesque’ on 13-15 March 2013 in Alexandria, Egypt).
  • Contributions to the United Nations Creative Economy Report 2013 “Widening local development pathways”, Special Edition (UNESCO/UNDP).
  • Contributions to collection of essays, such as "Good Governance for Cultural Policy: An African-European Research About Arts and Development" (Peter Lang edition, September 2014).

In March 2015, this Facility was renewed and expanded to include 43 experts, integrating new fields of expertise and ensuring a better geographical representation of experts, with the financial support of the Swedish International Development Cooperation Agency (Sida).
