About the project:

The Department of Culture, which transitioned to Seychelles National Institute for Culture, Heritage and the Arts (SNICHA), the public institution in charge of promoting Seychellois culture, proposes to 1) develop and implement a sustainable governance and regulatory framework; 2) review the attractiveness and promotion of national cultural content; 3) develop new methods to ensure equitable access to cultural content.

How does this project contribute to the implementation of the 2005 Convention?

  • Contributes to the establishment of policies and measures that support the development of dynamic cultural and creative sectors. The project establishes fiscal incentives for cultural and creative operators.
  • Contributes to South-South mobility programmes. The project reinforces the mobility of artists and cultural experts by identifying the current challenges  and promoting their mobility.
  • Supports women’s participation in cultural life. The project empowers women by including them in local initiatives and addressing the issues of gender inequality.

Main Activities

  • Produce an inventory and an analysis of best practices, internationally and regionally, of the 2005 Convention.
  • Carry out a research to identify the gaps of existing legistlation, regulations, strategies.
  • Produce a report that highlights the identified gaps and propose amendments to the policies to protect Seycholle’s cultural and creative industries.
  • Organize a 5-day forum on the 2005 Convention.
  • Conduct a feasibility study and analysis of the cultural sector of Seychelles.
  • Propose fiscal incentives and measures to encourage investments to the creative industries.
