Korea-Vietnam Art Exchange Exhibition

Context of the measure: 
INTEGRATION OF CULTURE IN SUSTAINABLE DEVELOPMENT - AT INTERNATIONAL LEVEL
b. Key objectives of the measure: 

The project aims to improve bilateral ties through the exchanges of exhibitions and performance arts between Chungcheongbuk-do province of South Korea and Vietnam, and to envision the future of culture and arts in the era of globalization. It also hopes to contribute to cultural diversity through the exchanges.

After the Ordinance on the Protection and Promotion of Cultural Diversity was enacted on Nov. 10, 2017, Chungcheongbuk-do province began to support the activities to promote cultural diversity. One of them was the joint performance featuring Vietnamese traditional music and choreography; Korean traditional music; folk songs; and gayageum (classical musical instrument of Korea) play. Also a humanities class in the theme of ‘Vietnam’s War Memories and Korea’s Remembrance of War’ opened in 2017 as part of the cultural exchange program. Various civic groups, including Korea-Vietnam Peace Foundation, have been hosting an array of cultural and art exhibitions (e.g., “19 Years’ Record of ROK Army’s Civilian Massacre in the Vietnam War”)

e. What are the results expected through the implementation of the measure?: 

A broader culture and art exchange between South Korea and Vietnam will help to solidify their bilateral ties. In addition, different types of cultural exchange will continue, including lectures on Vietnam, art exhibitions, etc.

Enhancing the diversity of media

Context of the measure:

1. Media Diversity Monitoring
2.Indie film: Support for the organization of independent film festivals, production of independent films and screening of the films on cultural diversity
3.Development of webtoon (web-comics) sources: Projects to develop web-comics promoting cultural diversity 
4. Indie music: Support for the indie music sector

1. The media diversity monitoring project is aimed at analyzing the level of diversity of the Korean broadcasting service (platform, channel and content), while providing data needed to formulate policies promoting diversity of local media. It also provides the industrial, academic and public sectors with information about the institutional measures to promote diversity of local media.
2. The indie films project includes support for the organization of indie film festivals, production of indie films and screening of cultural diversity films. All of these three programs seek to promote diversity of films by supporting production of indie and art films, and the screening of them. 
3. Web-comics development project pursues diversity of comics with support for the production of children’s comics about cultural diversity and the national tradition of Korea to raise awareness of its historical value.
4. The support for indie music provides the opportunities to produce music content of diverse genres. It also discovers talented new musicians, thus strengthening the ecosystem and foundation of the music industry.

1. The project includes analysis of the characters in broadcasting programs (in terms of sex, sexual orientation, age, occupation, language, foreign language, disability, marriage,          child care, etc); of the diversity of genres in program planning; of the diversity in producers of programs; of the diversity of channels on paid media platform; of the diversity of ownership of channels; and publication and distribution of the analysis results.
2. The project is divided into support for the organization of indie film festivals, the production of indie films and the screening of them. The state-financed Korean Film Council and the Association of Korean Independent Film & Video jointly organize the nation’s largest indie film festival. The support for indie films is allotted to 50 live-action movies both in feature length and short length, distributed on film or DVD format, with a budget of less than 400 million won. The films on cultural diversity are entitled to state subsidies for marketing expenses which ensures fair screening opportunities and distribution of Korean films of different formats.
3. The project is to publish and distribute children's comics, hold an international cartoonist contest, and produce and distribute comics of public brand.
4. The project is to support promising new talents, including indie or non-mainstream musicians, while assisting the organization of pop music concerts and festivals as well as the Golden Disk Award and other pop music awards.

e. What are the results expected through the implementation of the measure?: 

1.It raises public awareness about the diversity of media by distributing (through news reports and public announcement) the monitoring results to policymakers, broadcasting service operators and the general public. It has also established cooperative relations with major foreign regulators and institutions concerned with media diversity (The International Conference on Promotion of Media Pluralism and Diversity in Seoul, November, 2017). 
2. It contributes to the production of a virtuous circle by creating a stable filmmaking environment with support for the production of films diverse in content and format and with on-line and off-line distribution of them. It enhances the competitiveness and profile of Korean films as well as providing opportunities for the Korean audience to enjoy a variety of movies. 
3. It is expected to expand diversity of comics’ ecosystem. The promotion of comics on cultural diversity provides the opportunities to create cartoons of diverse content and more jobs.  
4. The diversity in the genres of popular music strengthens the competitiveness of music content while broadening and solidifying the basis for creativity.

  • Renforcer les capacités nationales spécialisées dans les domaines de la promotion, la formation, la production, la diffusion, et la coopération en matière des arts et de la culture.

  • Entreprendre les études et recherches relatives aux différentes expressions culturelles et artistiques.

Dès le début de son premier mandat en 1999, le nouveau chef de l’État a vu à la création du Centre de Formation Artistique (CFA), le premier du genre, par le décret n°99-0190/PR/MCC. C’est le début d’une politique culturelle active.

La vocation du Centre était à l’origine d’assurer la formation académique, technique, et théorique des différents expressions artistiques qui participent au développement et à l’amélioration des répertoires artistiques du pays en général et en priorité la musique. Le projet pédagogique couvre un cycle général de quatre années d’enseignement musical, réparti en deux niveaux, de deux années chacun. Chaque niveau est sanctionné par un diplôme.

En 2005, le nouveau décret n°005-0057/PR/MCC modifie le précédent décret, l’appellation du CFA est modifié en Institut Djiboutien des Arts (IDA).

e. What are the results expected through the implementation of the measure?: 

A court terme :

  • Assurer l’arrivée des premiers personnels spécialisés dans des disciplines artistiques et culturelles.

Il est attribué aux candidats, ayant satisfait les épreuves de contrôle continu et examens de fin d'année, un diplôme de « Techniciens d'Expressions Artistiques ».

Des techniciens disposants de compétences transversales pouvant :

  • Assurer des animations ou des initiations dans les trois matières au niveau des écoles primaires ou des CDC (Centre de Développement Communautaire).

 

 

  • Aspirer à des carrières individuelles (artiste musicien ou peintre) ou collectives (groupe musical).

 

A long terme :

  • Doter le pays d’une structure de formation artistique et culturelle évolutive jusqu’à l’avènement d’une structure de formation supérieure dans les arts et la culture.

Support for Audience Development

Context of the measure:

b. Key objectives of the measure: 

The measure is oriented towards creating long-term processes that will contribute to active participation in culture and arts. The aim of the measure is also to provide better access to culture while recognizing the needs of audiences taking into account their different social and economic background.

The measure was envisaged as a public call for funding of projects and programmes oriented to audience development in different fields of culture and tarts. Special attention was given to groups with special needs – children and youth, elderly, people with special needs, members of linguistic and national minorities, citizens situated in geographically distant areas and those citizens living in Areas of Special State Concern (Područja posebne državne skrbi-PPDS).

The implementation of the measure showed the need for more such calls and a more long-term strategy towards audience development and development of access to culture. 

e. What are the results expected through the implementation of the measure?: 

The Call for Support to Audience Development was announced in September 2017 and it enticed 587 applications and showed that such an initiative was very much needed in the artistic and cultural sector in Croatia. The special Committee selected 27 programmes that were connected to these fields: theatre – 4 programmes; film/media – 2 programmes; dance – 4 programmes; books – 5 programmes; music – 6 programmes; visual arts – 3 programmes; museums – 2 programmes; heritage – one programme. The results of the measure are yet to be seen as the programmes will be implemented during 2018.

HDS-ZAMP Fund for Independent Music Projects

Context of the measure:

b. Key objectives of the measure: 

The key objectives of this financial measure developed by HDS-ZAMP are: to enable a richer offer of cultural (primarily musical) content for Croatian citizens; and to enable additional funding for Croatian composers and other music professionals to get funding for their artistic projects. The projects supported through the measure differ in their artistic and stylistic background, and are aimed at diverse audiences so as to be able to contribute to the broader diversity of music expressions in Croatia.

The measure is developed through five different contests: BTL Contest - Support to projects of popular music funded through blank tape levy fund; Contest ‘Tradicional’ - support to music events and music creation from the area of traditional music funded through funds from the fees collected for traditional music; International Contest - Supporting activities of Croatian composers and music publishers, members of HDS, on the international music scene or on the market; Fund "Rudolf and Margita Matz" - stimulation of the creativity of young composers from the funds of Rudolf and Margita Matz; and ElectroCro Contest – Support to music events, projects and music creation in the area of  electronic club music.

e. What are the results expected through the implementation of the measure?: 

With the measure implemented over a longer period of time HDS aims to become a permanent corrective on the music scene. The measure would contribute to making a number of valuable music projects of all-round artistic and stylistic expressions available throughout Croatia.

Promotion of artistic expressions through National Ensembles: National Symphony Orchestra, National Ballet, Folklore Ensemble, National Choir, National Youth Symphony Orchestra and Children Chorus

Context of the measure:

b. Key objectives of the measure: 

Stimulate, encourage and promote creative activity in musical arts fields in vocal and symphonic versions, performing dance including classical and folk through the following national ensembles: National Symphony Orchestra, National Ballet, Folklore Ensemble, National Choir, National Youth Symphony Orchestra and Children Chorus. Furthermore, improving public access to these cultural expressions that require special care by the Government and citizenship.

Currently, the Department of National ensembles, functional office of the General Directorate of Arts and Cultural Industries, coordinates actions of various national ensembles so far have been created for the dissemination of musical arts in vocal and symphonic versions, and scenic dance (classical and folk). Furthermore, the National Symphony Orchestra, established on August 11, 1938; the National Ballet, founded in 1967; and the other ensembles of recent creation converge in the Directorate of National Ensembles.

The Regulations of Organization and Functions of the Ministry of Culture of Peru states that the Department of National Ensembles focuses on:

  1. Develop and propose policies and strategies of national ensembles to the General Directorate of Arts and Cultural Industries, such as: National Symphony Orchestra, National Ballet, Folklore Ensemble, National Choir, National Youth Symphony Orchestra and Children Chorus.
  2. Coordinate actions to position the national ensembles and artistic references to national level and international scope.
  3. Developing, proposing, implementing and monitoring artistic programming and management of national ensembles.
  4. Promote and disseminate Peruvian artists and creators work in various disciplines that perform the national ensembles.
  5. Contribute to the knowledge and dissemination of different genres and interpretation ways in music and dance, and the dissemination of the Peruvian repertoire, Latin American and universal.
  6. Promote and manage performances of national ensembles nationally and internationally with public and private institutions.
  7. Manage the production archive of the national ensembles.
  8. Promote the professional art improvement of the national ensembles members through training, exchange, among others.
  9. Coordinate the management and artistic programming of ensembles in regions.
  10. Sustain and propose the creation of new national ensembles.

Challenges identified in the implementation of this measure: The National Ensembles have been working intensively to strengthen its outreach nationally and decentralized and also promote Peruvian cultural richness at international level.
Another major challenge is the strengthening of repertoire and standardization of production processes of performances of the National Ballet and Folklore National Ensemble as priorities in short and medium term.
Provide opportunities to national creators are other important challenge of National Ensembles. In recent years, the performances of the National Ensembles have been distributed as follows: 90% reshowings and 10% premieres. Therefore, the National Ensembles and the Ministry of Culture will promote all disciplines development, encouraging creation of major large projects that encourage participation. It will summon Peruvian composers, choreographers, musical arrangers, among others, to increase their creativity and devise world-class works made in Peru.

Theatrical and Artistic Festivals

Context of the measure:

b. Key objectives of the measure: 

The Ministry of Culture  holds an annual Jordanian International Theatrical Festival. The Ministry also supports a number of artistic and theatrical festivals such as Amman Nights Theatrical Festival, Free Theatre Festival, Sufi Music Festival etc… where artists from different Arab and Foreign countries take part, these festivals provide the opportunity for interaction and communication with other human cultures.

Organisation périodique des festivals de groupes folkloriques

b. Key objectives of the measure: 
  • Redynamiser le secteur des expressions culturelles/patrimoine culturel immatériel par l'exhumation des arts et traditions populaires en vue d'une appropriation par les jeunes. Car, de nos jours, à cause du phénomène de l'exode rural, ces jeunes ont tendance à abandonner nos villages, délaissant ainsi les pratiques artistiques et culturelles traditionnelles qui sont le soubassement de notre identité. 
  • S'inspirer du vivier des expressions culturelles traditionnelles pour faire émerger des industries créatives et culturelles, à l'instar du Japon et de la Chine qui se sont inspirés des richesses de leurs expressions culturelles pour inonder le marché mondial de dessins animés du genre Mangas.

Défis identifiés dans la mise en oeuvre de cette politique / mesure

Les défis identifiés concernent la perte irréversible d'une bonne partie du répertoire organologique togolais constatée lors des éditions du
festival. Au lendemain du programme ERPAMAO de l'ACCT, ancêtre de l'OIF, programme qui a été arrêté en 1986, aucun autre
programme sérieux n 'est venu combler ce vide sur la valorisation et la promotion de notre patrimoine oral. C'est pourquoi le ministère des
Arts et de la Culture a soumis en 2012 au Fonds du patrimoine immatériel un projet de valorisation de ce patrimoine sans lequel la
musique traditionnelle n'existera plus. Sur un autre plan, le festival peine chaque année à se tenir. A défaut de l'institutionnaler, l'Etat doit
pouvoir intervenir avec une dotation financière annuelle.
