A set of pedagogic guides for facilitators, which represent the core of the global capacity-building strategy, are being developed by the Convention’s Expert Facility. Six main areas of assistance have been identified.

Training module 1: Understanding the 2005 Convention
The materials on Understanding the Convention are the backbone of the all capacity-building activities as they spell out the basic concepts, measures and mechanisms of the Convention. These materials provide an overview of the objectives and key concepts of the Convention as well as the national obligations of Parties and possible ways of implementing the Convention. They also detail processes and mechanisms for successful ratification of the Convention.
Training module 2: Policy design and implementation
The materials on “policy design and implementation” help to understand the principles and objectives of participatory planning in the context of the 2005 Convention, understood as a framework for policy design. They cover issues such as: undertaking a diagnostic of a cultural sector and setting policy priorities; identifying key strategies and developing action plans in cultural policy design; identifying instruments of policy making such as legislative frameworks and regulation; executing strategies through evaluation and monitoring.
The materials on “Periodic reporting” give an overview of the process, scope and frame for preparing quadrennial periodic reports on the implementation of the Convention, and introduce to the importance of monitoring systems. They identify the key reporting areas and detail the policies and measures that are considered as relevant under the Convention. They explain the importance of participatory processes with civil society and address the information sources and data collection mechanisms that should be at the root of periodic reporting.
Training module 4: International Fund for Cultural Diversity (IFCD)
First part of the module (Applying to the IFCD, 4.1) is to provide usable and practical information for facilitators who run training workshops on applying to the IFCD. The materials will help increase cultural operators’ knowledge and know-how about preparing sound proposals to the IFCD with the aim to create institutional and professional environments in the culture and creative industry sector conducive to promoting the diversity of cultural expressions. The second part (Pre-selection of applications to the IFCD, 4.2) is to provide usable and practical information for facilitators running training workshops on the pre-selection of applications to the IFCD. The materials will help the UNESCO National Commissions to effectively carry out their pre-selection duties at the national level by providing guidance based on experience from previous funding cycles.
