Who owns the oceans?

The oceans contain a fabulous store of wealth in the form of fisheries, oil, natural gas and rare minerals. To chart these vast resources and tap them fully to meet man's needs, scientists must study all aspects of the "watery continent" which covers over 70 per cent of the earth's surface.

This issue of the Unesco Courier is devoted to the development of international co-operation, both in oceanography and in the search for a new international law of the sea which, as part of a new world economic order, would help to give all countries access to the ocean's resources.
