The 2016 ordinary session of the Intergovernmental Committee for Physical Education and Sport (CIGEPS) will be held in Monaco on 26 and 27 February. It will be largely devoted to the preparations of the Sixth International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport (MINEPS VI), to be held in the Russian Federation in June 2017.
During its Extraordinary Session in 2015, CIGEPS recommended that preparations be made for the organization of MINEPS VI, and that the latter should concentrate on the implementation and monitoring of the Declaration of Berlin, adopted by MINEPS V in 2013, and of the International Charter of Physical Education, Physical Activity and Sport.
The 2016 session will focus on the preparations of MINEPS VI to clarify the scope of its three main themes:
- Development and commitment to the common framework for the follow-up of the Declaration of Berlin and of the International Charter of Physical Education, Physical Activity and Sport
By its Resolution 38 C/43, UNESCO’s General Conference has supported the development of a common framework for the follow-up to the Declaration and the Charter, in order to allow for a combined follow-up. This framework is expected to serve as a unified, international reference for the orientation of policy makers and public sport authorities. It will need to reflect two other international normative frameworks that serve the same purpose: the United Nations’ 2030 Agenda for Sustainable Development, which recognizes the role of sport as “an important enabler of sustainable development”, and the United Nations resolutions concerning sport as a means to promote education, health, development and peace.
- Resources and good practices for the implementation of the follow-up framework
For each of the main themes and policy areas established during the preparation process, the following resources will be identified: information about leading international or regional organizations and initiatives that can provide support and guidance; guidelines; training modules; advocacy documents and other tools; monitoring and evaluation standards and tools, including indicators and self-assessment tools; sources of information on good practices.
- Approval of an international action plan to further support the implementation of the follow-up framework
MINEPS VI will be hosted by the Russian Federation, in Kazan, from 14 to 16 June 2017 (provisional dates). The Russian Federation will cover the costs of the preparation and staging of the Conference, including cultural activities and free travel and accommodation for one representative from each least-developed, low-income country.
During the preparations of the Conference, an extraordinary session of CIGEPS will be convened to finalize the document to be adopted by the ministers. Member States are invited to host and/or finance this extraordinary session and other preparatory meetings.
CIGEPS and Permanent Consultative Council Members are invited to identify international or regional meetings that could be combined with expert meetings for the preparation of MINEPS VI.
