First step towards a Global Convention on the Recognition of Higher Education Qualifications

UNESCO is to establish a Drafting Committee to draw up a preliminary draft of a Global Convention on the Recognition of Higher Education Qualifications.

The draft will take note of Decision 197 of the UNESCO Executive Board (pages 16 and 17) and according to the decision taken at the 38th Session of the General Conference (pages 23 and 24).

A global convention on the recognition of higher education qualifications would contribute to facilitating academic mobility, improving quality and enhancing international cooperation in higher education.

On 17 February 2016 a letter was sent to the Chairs of the 6 Electoral groups (Ecuador, Kuwait, Nepal, Romania, Rwanda, Switzerland) inviting each group to nominate 3 representatives to the Drafting Committee by 10 March 2016. The committee will be composed of higher education recognition experts whose main task will be to prepare, jointly with the Secretariat, the preliminary draft.

The Drafting Committee will meet for the first time in Paris in May 2016.
