After a thorough preparation process, involving more than 100 government and non-government experts, the draft Kazan Action Plan was further developed in two meetings.

This draft outcome document of MINEPS VI, comprises an international sport policy follow-up framework and five actions on which international cooperation is proposed to focus over the next years. As such, the Kazan Action Plan will mark an important shift from policy intent to implementation.

The MINEPS VI Programme Committee is co-chaired by UNESCO and the government of the Russian Federation. It further includes the Chair of the Intergovernmental Committee for Physical Education and Sport (CIGEPS), the International Olympic Committee, the International Paralympic Committee, the Association for International Sport for All (TAFISA),  and the International Council  of Sport Science and Physical Education (ICSSPE). In its meeting on 29 March 2017 at UNESCO Headquarters in Paris, the Programme Committee included amendments highlighting the importance of grassroots sport, traditional sports and games, sport values education and a positive concept of inclusivity.

CIGEPS, at its 2017 Extra-ordinary Session, held on 30 and 31 March 2017 at UNESCO Headquarters, included amendments concerning research and higher education in the field of physical activity and sport, the importance of prevention education and awareness raising for the protection of the sport integrity, as well as a specific recognition of the protection, respect and fulfilment of the human rights of all involved in the delivery of physical education, physical activity and sport.
