Describe the multi-stakeholder consultation process established for the preparation of this report: 

In order to prepare this report, the Ministry of Civil Affairs of Bosnia and Herzegovina (state level) has sent official letters to 2 entity ministries responsible for culture with UNESCO letter, Conv2005 Form and Operational Guidelines.The Federal Ministry of Culture and Sports has sent official letters to 10 cantonal ministries responsible for culture with the letter of the Ministry of Civil Affairs of B&H, UNESCO letter, Conv2005 Form and Operational Guidelines.The Ministry of Education and Culture in the Republic of Srpska prepared its Report. The process of development of that report involved all the employees in the department of culture, representatives of institutions within the competence of the Ministry of Education and Culture, as well as the employees in the Section for European Integration of the Ministry of Education and Culture. Taking into consideration the competences, as well as the individual areas of responsibility, everybody prepared and provided the requested information for the report on the basis of the questionnaire. All the information used in the report is official and is mainly an integral part of the annual reports of the institutions, adopted by the relevant ministry or the Government of Republika Srpska, the Law on Budget and the Law on Budget Execution for the reporting period. Besides, the Annexe to the report only uses the official data from the Statistics Institute of Republika Srpska, which are unfortunately missing to a great extent.At the end of this process the Ministry of Civil Affairs of Bosnia and Herzegovina has made compilation of 2 entity reports into 1 country report.

Executive Summary

Bosnia and Herzegovina is a country consisting of two entities (the Federation of Bosnia and Herzegovina - FBiH and the Republic of Srpska - RS) and of Brcko District. The entity of the Federation of Bosnia and Herzegovina is further divided into 10 cantons that have their own responsibilities in the field of culture, which are then subdivided into municipalities.Bosnia and Herzegovina ratified the Convention 2005 in April 2009 and thus confirmed the need to elaborate and develop the authenticity of the existing cultural expressions based on the historical and cultural particularities of Bosnia and Herzegovina and to create new expressions. Every year Bosnia and Herzegovina pays contribution to the IFCD.The Government of Federation of B&H passed the Development Strategy of Federation of Bosnia and Herzegovina 2010 - 2020 in 2010, a strategic document which represents the first long-term projection of a comprehensive reform in the field of culture of Federation of Bosnia and Herzegovina. This strategic policy document is a solid base in the Federation of B&H for all the necessary steps for the further policy and related legislation harmonization, awareness-rising, promotion and implementation of the Convention2005.  Thus, it is also the base for preservation, protection and promotion of cultural diversity and especially for the development of cultural industries, sustainable development, economy and trade. Within the European Heritage Days 2013 manifestation held in Gorazde and organized by the Federal Ministry of Culture and Sports (FMKS), the ratification of the UNESCO Convention2005 and its relation to Bosnia and Herzegovina have been promoted. Also, the main topic of the European Heritage Days 2013 was “Intangible Cultural Heritage”. Therefore, during this cultural manifestation the Federal Ministry of Culture and Sports has been promoted principles and goals of the Convention2005 to participants and guests in order to draw attention to the importance of safeguarding intangible heritage, which UNESCO has identified as an essential component and as a repository of cultural diversity and creative expression.The Convention represents a unique basis in the international law in terms of an instrument which requires integration of the cultural dimension in development policies in all sectors and at all levels. In that regard, the Ministry of Culture of Republika Srpska initiated the appointment of the Interdepartmental Group for Culture of Republika Srpska back in 2010, involving representatives of the ministries in the Government of Republika Srpska and other relevant RS institutions. The objective of the Interdepartmental Group is not only to integrate culture and cultural heritage in cohesion policies and various development strategies and to implement specific measures aimed at integration of culture in the relevant areas, but also to integrate the policies and strategies of other ministries in the policy and the strategy of cultural development of the RS.Such an approach and cooperation had a very important role in the process of defining the cultural policy of RS for the period 2017-2021. On the other hand, cultural heritage and culture are today recognised and integrated in various development policies and strategies of Republika Srpska, such as RS Tourism Development Strategy 2010-2020, Youth Policy 2016-2020, Education Strategy 2016-2021, while the RS Local Self-Government Development Strategy 2017-20
Overview of cultural policy context
Parties shall describe the key objectives and priorities of their current cultural policy and the impact the Convention has had in their formulation or reformulation. They will also report on the opportunities and challenges to promote the diversity of cultural expressions in a digital environment.: 

The Federation of B&HThe Government of Federation of B&H passed the Development Strategy of Federation of B&H 2010 - 2020 in 2010, a strategic document which represents the first long-term projection of a comprehensive reform in the culture of Federation of B&H.  The objectives and priorities of the Federal Ministry of Culture and Sports are: affirmation of cultural diversities and promotion of cultural expressions in the time of globalization, preservation and promotion of heritage and arts, safeguarding tangible and intangible cultural heritage, the development of cultural tourism, digitalization of cultural heritage and support for digital creativity, development of cultural/creative industries, improvement of intercultural understanding in order to achieve inter-cultural dialogue as well as to strengthen social cohesion of society at the territory of Federation of BiH. Key challenges in this mission are reaching balanced development of all cultural activities at the entity, cantonal and local level, strengthening legal and institutional support and strengthening human resources capacities. Also, we have to emphasize that determination and implementation of cultural policies and legislation are within the competence of the 10 cantonal ministries for culture in the entity of the Federation of B%H. These 10 cantonal ministries have their laws, policies, strategies, budgets, objectives and priorities for culture.In last 4 years, through a Public Calls for cultural institutions, associations and NGO sector, the Federal Ministry and the 10 cantonal ministries have been supporting programs and projects which objectives were also to promote cultural expressions in a digital environment. The RSThe Convention has largely defined the objectives and priorities of the Cultural Development Strategy of RS 2010-2015. During its development, special attention was given to three areas: modernisation of cultural management, mobility of arts and artists, and strengthening the potential of Republika Srpska for development of cultural industries. The Strategy aims at strengthening the common understanding and respect among individuals, communities and people, strengthening the cultural understanding through dialogues of all interested parties in the field of culture, promoting cultural differences, as well as harmonising the policies and the legislation of Republika Srpska with the relevant EU policies. In that regard, the main objectives of the Strategy have been defined as follows: 1) Contribution to sustainable development of Republika Srpska through culture and art – creative industry; 2) Decentralisation – Cultural development of Republika Srpska (encouraging people in municipalities to get involved in art and culture to a higher extent, through creating new audience or active participants in development and promotion of cultural contents; 3) Sustainability of cultural organisations (public cultural institutions, associations, artists); 4) International and regional cultural cooperation; 5) Education in culture.In the context of promotion, the Portal for Culture of Republika Srpska has been operative as of 2011, with the aim of gathering all sorts of cultural contents in one place, for the purpose of faster and simpler circulation and exchange of information, and easier access to information about artists, cultural institutions and organisations possessed by the Ministry, as well as about all other cultural contents.

Bosnia and Herzegovina ratified the 2005 Convention in April 2009 and thus confirmed the need to elaborate and develop the authenticity of the existing cultural expressions based on the historical and cultural particularities of Bosnia and Herzegovina and to create new expressions.Therefore, ratification of the Convention has been the basis for all the necessary steps of the further cultural policy objestives, public funding and related legislation harmonization and development. Thus, it has been the impetus for the awareness-rising, promotion, preservation and protection of cultural diversity, social cohesion and especially for the development of intercultural dialogue, cultural industries, cultural tourism and sustainable development in the Federation of Bosnia and Herzegovina.On the basis of the Convention the Ministry of Education and Culture of RS initiated the appointment of the Interdepartmental Group for Culture of Republika Srpska, composed of representatives of the diferent ministries of the Government of RS and relevant governmental organisations and institutions: The objective of the Interdepartmental Group for Culture is not only to integrate culture and cultural heritage in cohesion policies and various development strategies of Republika Srpska, and to implement specific measures aimed at integration of culture in the relevant areas, but also to integrate the policies and strategies of other ministries in the policy and the strategy of cultural development of RS. Such an approach contributes to enhancing the legislation within the interested ministries, provides support in the field of co-financing projects in which cultural heritage contributes to sustainable development, i.e. contributes to cultural tourism, entrepreneurship, rural development, sustainability of family, youth, local communities, persons with special needs and other areas. As a result, culture is today recognised and integrated in several strategic documents, such as: RS Tourism Development Strategy 2010-2020, Youth Policy 2016-2020, Education Strategy 2016-2021.

In one entity in Bosnia and Herzegovina, on the basis of the Convention the Ministry of Education and Culture of Republika Srpska initiated the appointment of the Interdepartmental Group for Culture of Republika Srpska, composed of representatives of the following ministries of the Government of Republika Srpska and relevant governmental organisations and institutions: Ministry of Finance, Ministry of Economic Relations and Regional Cooperation, Ministry of Trade and Tourism, Ministry of Industry, Energy and Mining, Ministry of Science and Technology, Ministry of Agriculture, Forestry and Water Management, Ministry of Administration and Local Self-Government, RS Institute for Protection of Cultural, Historical and Natural Heritage, Ministry of Family, Youth and Sport, Ministry of Labour and Protection of War Veterans and Disabled Veterans, Ministry of Health and Social Welfare, Ministry of Justice, Chamber of Commerce, and Tax Administration.

Bosnia and Herzegovina formally applied for membership of the EU on 15 February 2016 and it was a positive step for the country’s future. In order to become EU member state, Bosnia and Herzegovina have to maintain its reform agenda, including socio-economic reforms, reforms in the area of rule of law and public administration. In socio-economic refroms very important filed will be culture as a driver and enabler of sustainable development. Therefore, the 2005 Convention will be basis for the further improvement and enhancement of cultural policies and strategies in the Bosnia and Herzegovina as well as basis for the improvement of public funding rules and procedure. The Federal Ministry of Culture and Sports will heighten the awareness of the responsibility for the protection and promotion of the diversity of cultural expressions, strengthening creation, production, distribution/dissemination, access and enjoyment of cultural expressions.The activity of development of the Cultural Development Strategy of Republika Srpska for the period 2017-2021 is underway. A detailed analysis and research have been followed by defining strategic goals, i.e. the strategy for the said period. The document is based on awareness of the importance and significance of cultural identity, cultural diversity and intercultural dialogue, and the fact that culture is the driving force of creativity and the key component of international relations, and it draws particular attention to the following: accessible and inclusive culture, safeguarding of cultural heritage, development of creative industries, promotion of cultural diversity, culture in the context of international cooperation, and mobility of artists and arts.

Support for projects of cultural creation of national minorities

b. Key objectives of the measure: 

The Ministry of Education and Culture in the RS has made significant progress with affirmation and promotion of cultural creation of national minorities. The intention to improve the status of associations of national minorities resulted in passing the first Rulebook on co-financing cultural creation of national minorities in 2015, which defined the requirements, criteria and procedure of allocation of funds, with the aim of safeguarding the cultural heritage of national minorities and the cultural diversity of Republika Srpska. In 2016, the ministry supported 16 projects of national minorities and allocated a total of BAM 30,000. One of the significant projects was ‘Competition between primary schools on the knowledge of national minorities in BiH’, co-financed by the Ministry of Education and Culture in 2016. It is an important large-scale project of the associations of national minorities aiming to expand this positive practice to three additional local communities in Republika Srpska. This project has been implemented for six consecutive years in Semberija – the city of Bijeljina and the municipalities of Lopare and Ugljevik, and the most important goal and result is to have eighth-grade pupils from primary schools belonging to the majority population learn about differences between ethnicities, their culture and customs during their regular classes. The project involves at least 100 pupils and their teachers (in one academic year) from 18 schools in the region of Semberija. Expansion of the project to other local communities would double the number of participants and increase the visibility of this project, which deserves attention from the Ministry of Education and Culture of Republika Srpska, because it represents a unique example of positive practice not only in Srpska, but also in Bosnia and Herzegovina. The Ministry also provided support for this project by hosting the exhibition of the best works of pupils from this competition in its premises.

Promoting cultural diversity and intercultural dialogue

b. Key objectives of the measure: 

In order to implement the 2005 UNESCO Convention on the protection and promotion of the diversity of cultural expressions, in the part related to the contribution of culture to sustainable development and intercultural dialogue, the Federal Ministry of Culture and Sports supports the projects and activities of cultural institutions, organizations and the NGO sector where the respect for diversity and diversity of cultural identities is visible.Then, the Federal Ministry of Culture and Sports, in accordance with the provisions of the regulations on the co-financing of public needs in culture, has been funding cultural activities of national minorities on a regular basis through public calls, in order to promote their language and their cultural heritage.Also, the Ministry has been implementing activities aiming to improve the status of persons with disabilities in order to meet their cultural, sport, intellectual and creative needs. The Federal Ministry of Culture and Sports took part in the drafting procedure of the Strategy for Promoting the Rights and Status of Persons with Disabilities in the Federation of Bosnia and Herzegovina 2016 – 2021. In addition, the contribution of the Ministry refers to the significant supports of NGO sector and organizations/associations of persons with disabilities registered for sport, cultural and artistic activities, so that their projects are also co-financed through the public calls.

Support for projects of cultural and artistic creation in the RS

b. Key objectives of the measure: 

Projects of cultural and artistic creation are co-financed through an open competition pursuant to the Rulebook on co-financing public needs in culture of Republika Srpska (Official Gazette of RS, 110/13), which sets forth the procedure of selection and co-financing of projects, requirements, general and specific criteria, and the method of monitoring of their intended use. The Ministry uses an open competition, which is announced at least once a year, to allocate funds for quality projects which contribute to development and presentation of art and culture, promotion of cultural diversity and mobility of artists and arts, in the following areas of artistic creation: film, theatrical production and theatre festivals, publication of books, literary events, visual and applied arts, design and architecture, music and musical and dramatic activity. By means of an open competition, the ministry provides support for the most important international festivals and events, exhibitions, concerts and performances.

Supporting cultural - artistic creation

Context of the measure:

b. Key objectives of the measure: 

Through a Public Calls for cultural institutions, associations and NGO sector, the Federal Ministry of Culture and Sports has been supporting programs and projects of particular significance for culture and cultural heritage of the Federation of Bosnia and Herzegovina and Bosnia and Herzegovina. One of the criteria for selection of projects is a regional and national representation. This Ministry has been supporting cultural programs and projects of national minorities and religious communities and therefore directly contributes to the implementation of the Convention2005. Very important projects for this Ministry are projects which are recognizing the importance of cultural diversity to social and economic development of the Federation of BiH.In the 2013-2016 period the Federal Ministry of Culture and Sports has co-financed more than 500 projects and programmes of public needs in 9 areas:  fine arts, theatre, music, literature and publishing, film, manifestations and festivals, cultural and artistic amateurism, crafts, cultural heritage (tangible and intangible) and the amount of BAM 10.730.000,00 was earmarked from the Budget. Transfer for the reconstruction of cultural and architectural heritage in the 2013-2016 period amounted to 3.280.000,00 BAM, while the Transfer for the culture of significance for Federation BiH amounted to 6.110.000,00 BAM. The Transfer for associations of citizens and organizations in the field of culture in the same period amounted to 1.340.000,00 BAM.

If we summarize the public calls from the perspective of the entire cultural production, as well as the size of the population of the Federation of BiH, it represents a form of public financial support for a large share of cultural projects. An approved project may be cofinanced through the public call up to 50% - 80 % of the amount of total funds necessary for its realization. In case of projects of special importance for the Federation of Bosnia and Herzegovina, they may be co-financed in an amount higher that the stated one. Very important is to not forget that 10 cantonal ministries have their own budgets and public-calls for co-financing cultural and artistic projects.This measure fosters realization of the set goals which, among other, include balanced territorial development of culture and creation of conditions for realization and development of all areas of cultural and artistic creations, but also to protect and promote diversity of cultural expressions differentiated according to areas of the public calls. This form of regular annual support to cultural and artistic creation is in the spirit of measures for protection and promotion of diversity of cultural expressions provided for in the Convention, under Article 6 paragraph 2 items d, e and g.

Law on Theatrical Activity

Context of the measure:

b. Key objectives of the measure: 

Taking into consideration the modern developments in the field of theatre arts, as well as the need to modernise and improve this activity, in 2016 the Ministry passed the new Law on Theatrical Activity. It is of particular importance that this Law has created possibilities to establish theatres, and thereby to employ artists, experts, technical and other staff in theatres. Apart from that, the Law enables unemployed artists to establish theatre groups, and thereby to accomplish themselves and to develop at a professional level, as well as to generate their own income. Pursuant to the Law, the theatre group has the status of a professional artist, and it differs from the legal form of organised citizen associations, i.e. from amateurism. Furthermore, the Law gives priority to co-financing professional theatres and theatre groups rather than to amateurism. The said regulations will certainly contribute to creation of better quality offer of art, professionalisation of staff and a decrease in the number of unemployed persons, which will certainly have an impact on the contribution of culture to sustainable development. The said Law also foresees adoption of a set of bylaws: Rulebook on requirements and the procedure for establishing the fulfilment of requirements for performing the theatrical activity, Rulebook on contents and manner of maintaining the register of theatres and theatre groups, Rulebook on the activity and financing of theatres founded or co-founded by Republika Srpska, and Rulebook on co-financing projects and programmes in the field of theatrical activity defined as a public need in the culture of Republika Srpska. This provides for mechanisms for recording the number of entities performing this activity.

b. Key objectives of the measure: 

The Government of the Federation of Bosnia and Herzegovina passed in 2007 the Decision on the criteria for determination of manifestations and festivals of special importance/significance for the culture of the Federation of BiH and Bosnia and Herzegovina. Therefore, through the Transfer for the culture of significance for Federation of BiH, the Federal Ministry of Culture and Sports is supporting manifestations and festivals which are fulfilling determined specific criteria from the manioned Decision.   Through obtaining the status of special importance, festivals and manifestations were provided with new organization and production plan, adequate management structure and secure sources of financing (state, federal, cantonal, municipal, international). During last 10 years, the status of the festivals and manifestations of special importance for the culture of the Federation of Bosnia and Herzegovina and Bosnia and Herzegovina was obtained by these festivals: the Sarajevo Film Festival, the International Festival Sarajevo – “Sarajevo Winter", the International Theatre Festival "MESS" Sarajevo, Jazz Fest Sarajevo, the cultural manifestation "Days of Matica Hrvatska - the Spring of Mostar", International literary manifestation "Sarajevo Days of Poetry", “Sarajevo Evenings of Music” (SVEM), the Mediteran Film Festival in Siroki Brijeg, Neum Animated Film Festival, the International Theatre Days in Tuzla, the International Theatre Festival of Comedy "Mostarska liska", the Mostar Blues & Rock festival, the Tuzla Film Festival, West Herzegowina Fest, etc.   These festivals have special programme profiles, long tradition and good production and organization conditions. The most significant effects of recognizing manifestations and festivals of special importance are their confirmation and positioning as international cultural brand of Federation of BiH and Bosnia and Herzegovina.

Participation in the Forum of Slavic Cultures – ‘100 Slavic novels’ project

The FSC is an international institution established with the aim of safeguarding and development of cultural values and tradition of Slavic countries. The purpose of the Forum is to promote cooperation between Slavic countries, to strengthen cultural exchange, to promote cultural diversity, and to develop joint projects. The member countries of the Forum are: Belarus, Bulgaria, Bosnia and Herzegovina, Montenegro, Czech Republic, Croatia, Macedonia, Poland, Russia, Slovenia, Slovakia and Serbia. One of the first and the most important projects implemented by the FSC is the publishing project entitled ‘A hundred Slavic novels’. It is the biggest international literary and cultural project of Slavic literature. The main objective of the project ‘A hundred Slavic novels’ is mutual introduction to the literature and culture of the Slavic world, encouraging mutual translation of Slavic literary and cultural works, as well as devised and representative presentation of the best examples of the contemporary Slavic novel in the big world languages. In order to achieve this goal, it was necessary to form the anthology of novels written and published in Slavic languages after the fall of the Berlin Wall. Such an anthology, which is extremely rare in the overall European publishing, was obtained in the representative edition ‘A hundred Slavic novels’. With support of professional and partner institutions, each member country within the project selected ten novels published after the fall of the Berlin Wall. The only criterion for the selection was the artistic quality of the selected novels.

The Government of Federation of Bosnia and Herzegovina invests significant funds for a range of projects in the cultural institutions, cultural tourism, cultural infrastructure, creative arts, tangible and intangible cultural capital and international cultural cooperation.The Federal Ministry of Culture and Sports through the funded projects and programmes in last 4 years is showing and demonstrating that the public cultural infrastructures, i.e. cultural centers, play a key role in promoting cultural education and cultural participation, as well as they contribute to eliminate exclusions and marginalization, especially cultural centers in small towns and rural areas of the Federation of Bosnia and Herzegovina. Moreover, they are also crucial in creating an enabling environment for the emergence of dynamic cultural sectors and cultural clusters.Indeed, cultural operators face serious difficulties in establishing viable enterprises without the basic infrastructure, such as access to capital, distribution venues and management training. Cultural infrastructures are, thus, essential in making culture “work” for sustainable development at all levels. Therefore, the Federal Ministry of Culture and Sports earmarked a large sum of money from the Budget for conservation, reconstruction, restoration and rehabilitation of cultural facilities (most of them are cultural centers), public facilities, sacral objects of cultural heritage, old towns, movable cultural properties, necropolis and archaeological localities. The aim of the Ministry was to build inclusive and creative society, equitable access to cultural life and diverse expressions and to increase literacy of diversity and its expressions in the Federation of Bosnia and Herzegovina. Then, cultural products and cultural industries attract investments (domestic and foreign), so therefore contributing to the sustainable development of Bosnia and Herzegovina.

The Federation B&HThrough a Public Calls for civil society organizations, the Federal Ministry of Culture and Sports has been providing supports to programs and projects which are promoting the objectives of the 2005 Convention. One of the criteria for selection of projects is a regional and national representation. Also, this Ministry has been providing supports to programs and projects of national minorities as well as to religious communities and therefore directly contributes to the awareness raising on Convention’s importance. Very important projects for the Ministry are projects which are promoting intangible cultural heritage of Bosnia and Herzegovina in order to draw attention of the importance of safeguarding intangible heritage, which UNESCO has identified as an essential component and as a repository of cultural diversity and creative expression.   Also in Federation of Bosnia and Herzegoviona 10 cantonal ministries responsible for culture have been supporting civil society organizations through their Public Calls.The RSMost of the participants in the open call for co-financing of projects in the field of culture are actually representatives of non-governmental organisations and associations registered for performing cultural and artistic activity in Republika Srpska. For the purpose of raising awareness of protection and promotion of diversity of cultural expressions, the ministry set out its policy and commitment through the Rulebook on co-financing public needs in the field of culture of Republika Srpska and the clearly set criteria for supporting projects, particularly in terms of implementation of the Convention. Therefore, support is given to those projects of the NGO sector fulfilling the criteria which are evaluated the most: high artistic quality, contribution to development of regional and international cultural cooperation, promotion of multiculturalism and diversity of cultural expression, and promotion of contemporary art forms and expressions.

The Federal Ministry of Culture and Sports has forwarded the information and the text of the Convention to all cantonal ministries responsible for culture in order to implement it. The text of the Convention and the details of BiH accession to the Convention have been published at the official Ministry’s website.Within the European Heritage Days 2013 held in Gorazde and traditionally organized by the Federal Ministry of Culture and Sports, an overview about the importance of the Convention’s goals as well as the importance of the document itself was given to participants and guests.The Convention was translated into the Bosnian, Croatian and Serbian language and in the Federation of Bosnia and Herzegovina was distributed to all the Ministries in the Government of the FBiH, to 10 cantonal ministries responsible for culture, to all participants and guests during the European Heritage Days 2013, 2014 and 2015, to public cultural institutions as well as the representatives of NGO sector.Since 2011, when E-kultura portal was introduced, it has become the central meeting point for artists, cultural workers and professionals, as well as all other relevant stakeholders in culture. Activities of updating the contents and promotion through other electronic and printed media are conducted on a daily basis. Representatives of the NGO sector may download information about all current activities and events in the field of culture, and find out about the latest calls, deadlines and methods of application for funds provided by various cultural foundations, about international cooperation and cultural exchange, scholarships, training in the field of culture, etc. The portal is the central point of exchange and circulation of information, which is definitively proved by a continuous increase in the number of users.Apart from that, in different intervals and depending on the possibilities, the ministry organises public gatherings and round tables with the aim of opening discussions on current issues in culture, thereby establishing direct communication with citizens.

The role of NGO sector in implementation of the Convention in the Federation of BiH is present in the part relating to production, expansion and distribution of cultural activities, goods and services through a Public Calls for co-financing of programmes and projects in various forms of creation. This is not the only but it is certainly one of efficient types of support and strengthening of the position of NGOs in culture.As part of the legislative power, almost all levels of the government in BiH have commissions / committees on culture, which were established as part of the parliaments and assemblies. Two thirds of the members of these committees are members of parliaments and assemblies, while one third is made up of experts in these areas. These commissions act as the working bodies of the assemblies, and their function is to provide opinions, make suggestions, and report on the protection of cultural heritage, the establishment, development, and financing of cultural institutions, the adoption of new regulations, the organizing of events, the distribution of public funds, etc.Most of the participants in the open call for co-financing of projects in the field of culture are actually representatives of non-governmental organisations and associations registered for performing cultural and artistic activity in Republika Srpska. The Federation BiH: Realization of the goals and principles of the 2005 Convention are reflected in the following results achieved in the culture at the territory of the Federation of BiH: accession to regional and international programmes for cooperation, continuous public financial assistance, promotion of diversity and intercultural dialogue,  preservation and promotion of heritage and arts, development of cultural tourism, digitalization of cultural heritage and support for digital creativity, involvement of NGO and civil sector as the holder of a significant share of cultural production, further steps in development of cultural capital/ cultural industries/ cultural products/ cultural properties as an area interesting for investments and as a segment of sustainable development, affirmation of cultural diversities in the time of globalization, creation of equal rights, opportunities and participation in the field of culture - regardless of gender, increasing literacy of diversity and its expressions and strengthening social cohesion of society, etc.The Republic of Srpska: Owing to significant efforts and commitment in the previous period, we have managed to establish organised legislation, financing mechanisms and clearly set and specified criteria which are actually a precondition for quality implementation of the defined objectives in culture, and thereby for the implementation of the Convention, which had a significant impact on development of the cultural policy and the legal framework of culture in the RS. We have ensured promotion of the best quality cultural contents, motivation of young creators, significant progress with affirmation and promotion of the domestic art and artists on the international cultural scene, and we have contributed to the development of the overall international cooperation. We have had a significant influence on raising awareness with artists, cultural workers and organisations. There has been progress in the context of social inclusion, social awareness and multidisciplinary approach to resolution of important social issues.

Challenges encountered or foreseen to implement the Convention : 

The Federation BiH: Basic challenges encountered to implement the 2005 Convention were ensuring transparency in creation of cultural policies at the territory of the Federation of BiH and ensuring respect for equality and particularity of cultural needs of all cultural groups.  Also, challenges in strengthening of cultural industries and cultural products and its stimulation through the active cooperation between the public and civil sector. Afterward, despite the efforts made, a part of the associations are still insufficiently efficient in applying to public funds as well as in using public funds allocated for the realizations of the objectives of the 2005 Convention.The RS: The share of the budget for culture in the domestic budget expenditure in the period 2010-2014 was approximately 1%. The percentage in 2015 and 2016 was even smaller, which is insufficient to implement all strategic goals, particularly those pertaining to the field of cultural industries. In order to successfully implement the defined goals, it is necessary to provide additional funds for culture, i.e. a higher share in the overall budget of Republika Srpska, which would justify investment in culture as a respectable resource whose contribution proved its significant role in the economic development of Republika Srpska.The key role in defining the cultural policy of a country should be exercised through the funding policy, whereby there are various possibilities and various models of incentives and investment in culture. Unfortunately, the current fiscal policy has not been supportive of culture, and therefore the ‘positioning’ of culture in the overall economic and social environment and ensuring a higher budget share for culture represent probably the greatest challenge for us. 

Solutions found or envisaged to overcome those challenges: 

Realization of the economic aspect of the development of culture through creation of cultural policy supporting diversity of contemporary creation, equal access to development opportunities for creative industries, strengthening of local markets and provision of access to international markets.Taking into consideration the circumstances, in the coming period it is not realistic to expect any significant increase in the budget for culture, and therefore, apart from making intensive efforts to ensure a higher budget share for culture, it is necessary to look for alternative funding sources. Many cultural institutions largely rely only on institutional support (support of relevant ministries and local self-government units), without thinking of raising funds from other sources and finding alternative funding methods, such as sponsorships, donations, international funds, public-private partnership, crowdfunding, etc. Therefore, it is necessary to strengthen and increase the capacities of organisations in the field of culture and art, strengthening thereby the human, spatial and technological capacities of the organisations, and improving the quality and diversity of cultural contents and products. Taking into consideration the fact that our institutions, artists and professionals in culture have guaranteed access to international funds, it is necessary to conduct training and activities on building their capacities, in order to be capable to apply, i.e. to provide funds and implement projects. Strengthening of international cooperation, i.e. encouraging of mobility of artists and networking with international partners will significantly contribute to promotion of domestic artists and cultural workers, and open a completely new and larger market for them.

Steps planned for the next 4 years: 

The Federal Ministry of Culture and Sports is going to keep the promotion and awareness raising of the 2005 Convention in the next four years through the same policy measures mentioned in this report. Also, the Ministry will keep with affirmation of the multiculturalism and pluralism by supporting projects of cultural uniqueness and cultural tradition at the territory of the Federation of Bosnia and Herzegovina, projects which are promoting international and regional cooperation, projects which are promoting heritage, cultural tourism, arts and creativity as well as building inclusive and creative society and increasing literacy of diversity and its expressions.Within the European Heritage Days 2017 manifestation which the Federal Ministry of Culture and Sports is going to organize in Septembre in Orasje, the ratification of the UNESCO 2005Convention and its relation to Bosnia and Herzegovina will be promoted.                                                                 In the coming period, the plan is to continue working on strengthening and enhancing the legal framework (the Law on Culture of Republika Srpska is foreseen in 2017). The activities related to co-financing projects financed from international funds (focus on the promotion of the Creative Europe programme) will definitely be implemented, because those are grants which strengthen not only organisations and institutions in the field of culture for which the funds are approved, but also the economy in Srpska, and they contribute to increasing employment and self-sustainability. In that regard, there will be activities on development and improvement of work and functioning of public institutions, modernisation of work and presentation of material and activities through introduction of modern information and communications technologies.Networking and international cooperation have a special role in the work of institutions, and it is foreseen to develop mechanisms of support for best quality cultural contents and participation of our artists in the most important international cultural events.
