4.2 Brief summary of the project: 
The project aims to provide professional training in design, arts and crafts for young women and youth and to link cultural organizations in the region through establishment of network. The main objectives are (1) to build the capacity of 50 youth and women in design, art and craft, (2) to conduct research to identify cultural organizations in the region through establishment of network, (3) Conduct dialoge sessions to identify policy level gaps toward cultural Organization and (4) use the trainees to convey peace messages, anti-corruption and anti-violence against women through drawing arts on Government properties and public parks, (5) organise a regional seminar with aim to present policy level issues to Policy makers and (6) to organize an exhibition for presenting the arts produced by trainees. Project activities will strengthen arts and crafts cultural industry by building up the artistic and entrepreneurial skills of these women and youth. Finally, the project seeks to create a platform for consultation, exchange and awareness raising among cultural organizations operating in the field of the cultural industries.

4.3 Local context and complementarity of the project with other regional, national and local policies/ measures/ programmes/ projects: 
For centuries, Afghanistan has been a mosaic of people with diverse cultures, religions and languages. Afghanistan’s ethnically and linguistically rich and mixed population reflects its location at the crossroads of Central, South and Southwest Asia. Communities with separate religions, languages, and ethnic backgrounds have lived side by side for generations. Afghanistan still remains a country of dynamic diversity. Artistic activity in Afghanistan can be traced back as early as 18,000 BC. For centuries Afghanistan linked the civilizations of Iran, India, and China. In the Islamic Era, the Ghaznavid rulers of the 10th to 12th centuries and the Ghorids fostered artistic development. Folk lore and legends told through song and storytelling are a centuries-old tradition in Afghanistan and continue to thrive today. Afghanistan has a rich literary tradition as well. Afghanistan is suffering since four decades of civil wars, foreign invisions and internal political conflicts. These wars and conflicts resulted vast damage to social and economic development of Afghanistan, poverty, unemployment, Legal and illegal immigration and cultural activities such as arts, support, festival, national holidays celebrations are limited. The rural areas are still under control of Taliban who are against women, social gathering, music, peotry and art. Marginalized groups such as women and youth lack of adequate skills to find suitable jobs and or run their own businesses. They have less opportunity to participate in decision making process at homes and policy making process. The cultural organizations are in very weak form and they don’t have regular communication, coordination and platform to exchange information, identify policy level issues and funding opportunities. Through proposed project we will conduct research to identify available cultural organizations in the east region, assess their current status and identify gaps. The cultural organizations will be brough under a specific platform called network to enable them exchange information, identify policy level issues and carry out joint-up advocacy for change. They will be informed about available funding opportunity especially with UNESCO. About 50 women and youth will be equipped with market demanded skills and help them to find job and or start small income generation program. The Cultural organizations will have dialogues opportunity to identify challenges and opportunities and have chance to present their issues to policy makers at provincial and central level. There is strong need to support cultural organizations and build the capacity of women and youth in arts and crafts.
There is no specific program and policy to support and promote cultural activities because of continued political conflicts and unsustainable economic condition of Afghanistan. The cultural organizations and associations are in weak form in the region, they don't have the capacity and platform to set together identify policy level, funding and political constraints and raise the issues with high ranking government officials i.e legislates and ministries. The donors agencies in Afghanistan also didn't pay attention to rehabilitation and maintenance of historic places, the cultural of arts and crafts industries in eastern Afghanistan. There opportunities are available which need support and motivation for creative thinking to engage and promote arts and crafts industries with aim of income generation. The rate of unemployment and poverty increase day by day and to contribution to decrease poverty and increase income generation opportunity for public at any level is extremely needed. The proposed project is not building on existing efforts put into the place by HOAD and or other organization and the proposed project will be the first initiatives in the sector in east region and will establish foundation for future program. The project will mobilize public, cultural organizations and government officials to work collectively to improve the capacity of cultural organizations, cultural industries, tourism and formulate certain policies and strategies needed.

  2. Developing diverse funding sources – including grants, fees for services, volunteers, donations, active fundraising campaigns, etc.;
  3. Being flexible – capacity to accommodate change by incorporating on-going evaluation into project evaluation.
What measures/steps will you put in place to ensure that your project long-term objectives can be met? : 
The sustainability and exit strategy is clear of the project that the 50 trained women and youth will be engage in income generation and promoting the culture of arts and crafts in the region. The Cultural organization network will be established and capacitated to identify issues affecting them, raise issues with relevant department/agency. They will have the capacity to raise funding for cultural activities and linked with numbers of donors working in this sector.
What measures/steps will you take to follow up with the beneficiaries of the project after its completion?: 
We will have a clear follow up plan for 50 trainees either to enable them with running their own small business and or place them with different organizations. As promoting culture is one of the priority area of HOAD, we will be definitely in contact with established network to ensure they are moving forward and improving their status.

HOAD always maintained its fund in the bank and very small amount is kept in office as Petty cash for maintenance and utilities. The fund is always used by Finance department with proper oversight from senior management. The finance department records all financial transaction in system/books and senior management conduct check periodically to ensure internal control is in place. The reports and accounts reconciliation take place at the end of month and projects financial reports are prepared and submitted as per donors’ schedule. We have comprehensive financial manual which strictly followed to ensure compliance, proper internal control and prevent fraud and misuse of assets. The bank account is operated under joint signatories to ensure proper control and accountability.
