Short-term objectives of the project: 
Objective 1 – Introduction and familiarization with the different type of music involved in the project MU traditional music and instruments from the countries participants (Macedonia, Serbia, Greece, Kosovo, Albania and Montenegro) in the project MU. Objective 2 – Understanding the possibilities of using modern technologies in the area of music for the purpose of creating a contemporary music which will present a fusion of music from different genres and from different time periods. Objective 3 – Create an example for a type of method where music artistic from different genres of music will share their knowledge and experience for the purpose of creating a new music. Objective 4 – Creating contemporary music composition which will present a fusion of classical, traditional ethno and electronic music. Objective 5 – Organizing four music seminars for exploration of the possibilities of different genre of music and music instrument to mix in one music peace. Objective 6 – Organizing a concert where the new created music composition will be presented to the boarder’s audience. Objective 7 – Developing a network for cooperation among music artists from different generation with a special accent of sharing knowledge and experience among younger performers. Objective 8 – Producing a CD that carry the newly created music combined with a booklet that will present the history of the music and instruments that were used combined with the method of producing the music.
4.2 Brief summary of the project: 
The general objective of the project “Musica Universalis” (MU) is to use the unique characteristic of the music, being universal, to create fusion between different genre of music, different generations and cultures in the Balkan Region. The project is consisted of 3 rounds of seminars, where artists, composer, students and music technicians gather to discuss methodologies of mixing traditional, classical and contemporary music in order to tackle the following challenges in the region: - Limited cross country cooperation in the area of music; - Low awareness for the value of the traditional music among young generation and modern music among elderly generations; - Overcoming the gender issue in music. Pillars of the project are: - Connecting different generation of music artists – Project will included 7 mentors and 12 students, all coming from 5 Balkan countries (Macedonia, Serbia, Albania, Montenegro and Greece). - Developing methodology – Participants will share their knowledge and experience with the purpose of creating methods for creating new type of music where traditional, classical and modern music is combined. - Using modern technologies for interpretation of traditional and classical music and modern music will be interpreted with traditional and classical instruments. The purpose is to create bridges between different generations. Special attention will be put on using unique traditional instruments and instruments and music from indigenous social groups. - Woman in “men” music – instruments traditionally played by man to large extent will be played by woman and chief composer will be woman. The final project product will be a CD with 8 compositions following the above mention concept.

4.3 Local context and complementarity of the project with other regional, national and local policies/ measures/ programmes/ projects: 
Absence of constant cooperation among music artist among countries and different generation is a common negative trend in the Balkan Region. This situation presents an obstacle for optimal facilitation of the artistic talent in the region and broader. In addition to this there is a very little effort towards exploring the models of bridging different genre of music from different time period, such as classical music with modern electronic music, ethno music and electronic music, and other arrangements. Supporting projects like “Musica Universalis” presents a support of an experiment that exploits the equity of the music from different time and genre for the purpose of creating new form of cultural expression. The creators of this project believe that this concept enables a strong bridge between cultures and generations of music artists, thus creates a path for new type of music. By using the modern technologies in the music industry in this directions, eliminates the prejudice thinking for different type of music from different generation of people. More precisely, with the approach used in the project MU an effort will be made in order classical and ethno music to get closer to the younger generation and visa versa elderly generation to get closer to the electronic music.

In choosing the participants in the project special attention was put on the gender balance. There will be approximately the same number of male and female artists. Also, the one of the goals of the project is to overcome the certain aspect of the prejudice thinking among the cultures in the Balkan region, such as the existing of "mail" instruments. In project MU, instruments that are traditionaly plaid by male artist will be played by female artists as well.

What are the main reasons for having pre-selected this project proposal, as compared to other proposals received by the National Commission for UNESCO?: 
In general the project deals with the entire cultural industry and its value chain by creating a structure that will promote the diverse forms of cultural expressions. It also seeks to improve cultural governance in general. More specifically: • Cross sector cooperation is very well incorporated • Creates condition for better role of the civil society in policy making and implementation • The project activities justify sustainability of the project after the completion of donors support • There is strong component of cultural entrepreneurship • Potential final product of the project has very feasible chance for success on the diverse global cultural market

What elements demonstrate the applicant’s organizational capacity and competence to manage the project and implement the work plan?: 
The Organization has already successfully organized similar activities. The Applicant has been organizer of the Festival of Contemporary music MODOARS in the past nine years with a budget partially covered by the Ministry of Culture of the Republic of Macedonia. As mention before, MODARSS staff are proved professionals very well established in their professional filed such as music, projects management and entertainment law. Having this experience and knowledge, they have been invited as partner to be part of other cultural event in Macedonia and out of Macedonia.

MODOARS has been an applicant to funds supported by the Ministry of Culture of the Republic of Macedonia for the last 6 years. During this period we have had a chance for in-depth analysis and control of their work in the pre-application phase, implementation and revision after the implementation for the project that has been supported by the Ministry. Additionally, in each application towards our Ministry, applicants such as MODOARS are obligated to prove their financial accountability. In every occasion MODOARS has proven that they are capable to manage external funds and to be punctual regarding the procedures for reporting and financial accountability. Having this experience was one more argument for our recommendation.

Introduction and familiarization - Through this activity artists will introduce each other and their work so they can understand what is the capacity and competences of the creative team, in order to achieve the main goal of the project. Each of the artists will present their biography and the projects that they have been involved in the past. Introduction of instruments - Each mentor and student will present the instruments that they play. Artist will give a lecture about the history of the instrument, the instrument as a tool for playing, techniques of playing, timbre of the instrument and the possibilities for fusion with other instruments and different type of music. Brain storming for methodology - Based on the intro provided from previous activities, artist will conduct a several brain storming secession in order to come up with a methodology for creating a musical fusion. What measures/steps will you put in place to ensure that your project long-term objectives can be met? : 
The objectives of the project MU is fully in line with the aspect of building relationship on an on-going basis. The entire concepts of the project is based on establishing a cooperation between music artist on several levels: establishing cooperation between artists from different countries (Albania, Greece, The Former Yugoslav Republic of Macedonia, Serbia and Montenegro), establishing cooperation between artist from different generation, establishing cooperation between different institutions and individuals (NGO, education institutions, experts). Additionally, in line with this aspect of the sustainability, one of the crucial results of the project MU is the uniqueness of the method of creating new cultural expression which presents a mix of cultural heritage from different countries using modern technologies. The foundation of success in implementation this method is building strong and lasting relationship among artist out of the boarders of their initial performance. The project MU delivers a product and a model that can in the future create different sources of funding. One of the strongest feature of the project MU and it final product (the music fusion) is the capability to reaching a very broad audience presenting a larger market. The music that will be produced in this project will fit the taste of wider scope of audience from a generational point of view and also from a geographical point of view. This is achievable because by using modern technologies we make different genres of music to be more understandable for people from different age groups and different cultural background. Using this model of creating music as a cultural expression can significantly influence the economic importance of music as a tool for economic development and positioning of the cultural as indispensable element of the national policy.
What measures/steps will you take to follow up with the beneficiaries of the project after its completion?: 
After the completion of the project the following measures will be taken: - Promotion of the CD and the booklet in each country participants in the project MU. - Lectures for the methods used and created in the MU will be held in the education institutions from which artist are coming from. Special accent will be put on uniqueness of the approach use in the project MU (mixing different genres music, mixing traditional and classical instruments with modern technologies, involving young artist into creating new music, gender in instruments). - Promoting the concept of "musical fusion" in participating countries in the project MU. - Organizing concerts for promotion the final 10 compositions produced as a resulsts from the project MU
What are the main current needs and priorities in your country in terms of cultural policies and/or cultural industries?: 
The concept of the project is in line with the National Strategy for Cultural Development of the Republic of Macedonia for the period of 2012-2016. The National Strategy for Cultural Development of the Republic of Macedonia is based on the basic postulates of the contemporary cultural policies: - Support of the traditional and fine arts, protection of the cultural heritage on one side - Creating a social environment that will enable the implementation of new technologies in the sphere of culture and art and to foster the development of creative industries, cultural management and marketing and private initiatives, on the other side This pre-selected project proposal is in line with the above presented pillars.

The objectives of this pre-selected project proposal meets the following interests and goals incorporated in the National Strategy for Culture: - To encourage the development of culture in all its complexity: the activities in this pre-selected project will help in the protection of the 'tradition and ethno-cultural identity of the Macedonian people and other nationalities living in the country, helps in better understanding of the multicultural reality of the Macedonian society, development of the aesthetic pluralism of artistic values. - To harmonize the development of cultural policy in the country with relevant cultural development policies of international character: the activities of the project includes communication and better understanding among the cultural industries in the region - To foster communication between different cultural identities, which will raise awareness of the culture as a sphere of special social and national interest: The pre-selected project involves well-known artist and students from four countries in the Balkan region that have different cultural tradition and identity. - To stimulate the creative artistic potential of all Macedonian citizens regardless of their ethnic, religious, ideological, political, social, gender and age affiliation: The activities in the working progress and the final result in the pre-selected project are stimulating the creative artistic potential of the Macedonian citizens and furthermore it brings it close and understandable for the audience living in the Balkan region, Europe and broader. - To support projects for promotion and marketing of culture of the Republic of Macedonia internationally: The result of the preselected project has a significant potential to promote the Macedonian culture (modern music and musical heritage) and the culture of the Balkan countries involved in the project.
To what extent do you expect this pre-selected project proposal to have an impact on the country’s cultural policies and/or cultural industries?: 
The way how the project is designed and the context promises high level of impact on the national cultural policy. The model of cooperation among different countries with in the Balkan region consisted of mixing different genres of music and involving different generation of artist if proved successful can be a used further in the future in changing policies for stimulation similar projects. Further on, sharing experience among artists about their own artistic involvement in their countries can motivate other artists to change the cultural policy in their countries. In addition to this, this type of project can inspire other entities to be more creative and motive them to increase their cooperation not only among countries with different cultural heritage but also experiment with different type of cultural expression to create new innovative cultural products. Overall this create a solid ground for future generations to contribute for countries’ and global cultural heritage which will be an example for this period of the history.

The NGO MODOARS has worked successfully in the cultural sector in Macedonia for more than nine years. One of the main activities of the organization is the already established International Festival for Contemporary Music in Macedonia called by the same name MODOARS. This event is the first of its kind in the Balkan Region and it involves artists from different nationalities who have a chance to present their work in the field of music, promote their own culture and share their experience. MODOARS works towards establishing better communication and understanding between musicians from all around the world and opens possibilities for cooperation in the future. Furthermore, this organization organizes lectures, seminars, master classes in different area of music and art, provides promotion for the young artists, as well as organizes concert of well-known artists. In the last nine years the festival MODOARS have hosted artists from the following countries: United Kingdom, USA, Japan, Poland, Serbia, Bulgaria, Greece, Croatia, Kosovo, Albania etc. In addition to this, the members of MODOARS are professionals very well established in their professional filed which present an extremely valuable asset for the organization. Their diverse skills of MODOARS’s team in the area of music, projects management and entertainment law contributes significantly for the success of this organization. Based on the above we can confirm that MODOARS has been recognized as significant entity in the cultural life in the Republic of Macedonia therefore their projects have been supported by the Ministry of Culture of the Republic of Macedonia in several occasions.

Ema Potevska Popivoda is an acclaimed Macedonian concert pianist and the youngest associate professor in her native country. Born in a musical family (her mother is also a musician), Potevska’s talent shone through from a young age and it was quite clear that this charismatic young lady was destined to become a musician. During her bachelor degree, Ms.Potevska had the privilege to study under renowned experts such as Aquiles Delle Vigne, Boris Romanov, William Howard, Arbo Valdma and Rita Kinka to name but a few. She recently completed her doctoral studies in piano performance with the highest score in her class. Internationally active, this young pianist has participated in the “Mozarteum Summer Academy” in Salzburg, Austria and “Dartington Academy” in Devon – UK. She also holds an IGSCE studies certificate from the University of Cambridge and has acquired a Teacher Accreditation for the British music program. Ms.Potevska’s concert career has been very eclectic to date. Her distinctive performance style, combined with her unusual repertoire, often mixing modern composers from her homeland with the work of the Romantics, Emilija is a true cultural ambassador for Macedonia, promoting the distinct music style of the region. Her career highlights include a Solo recital in Tokyo, Japan 2015 with works of Chopin, concerts with trio Mezzo in Gdansk, Poland and Rome, Italy, Soloist with the Orchestra Regional de Cannes with DJ Derrick May in Nice, France. Furthermore, Soloist with the West Coast Symphony orchestra - Vancouver, Canada with Poulenc piano concerto in Skopje, Macedonia, Solo recital at “MC Gallery” New York, “Royal Theater” Cetinje Montenegro, “Teatro Marcello” Rome with works of Chopin, Tchaikovsky, Brahms and Buzarovski. Solo recitals at “Wiener Hall” and “Theater Hall Orff Institute” Salzburg, Austria, works of Beethoven, Liszt, and Brahms, Solo recital at “Mirbach Palace”, works of Hayden, Schubert, Mozart, and Beethoven in Bratislava, Recital for piano and oboe – Devonia concert series, works of Schumann, Lalliet, Buzarovski, Stojkov, Lutoslawski in London and a recital for piano and oboe – Gdansk Music Festival 2012, works of Schumann, Lalliet, Buzarovski, Stojkov, Lutoslawski in Gdansk, Poland. Toni Kitanovski (born 1964 in Skopje) is a Macedonian jazz guitarist. Toni started his musical education with Dragan Gjakonovski - Spato in 1979. From 1986 till 1990 he was the leader of the trio “Spato”, performing numerous concerts, radio and TV appearances as a trio as well as many solo performances. Composes / arranges concerts for the MBUC chamber orchestra, music for the dance orchestra of MRT. Records soloist materials for WDR in Cologne, Germany.1988 - 1990 guitarist for the dance orchestra of MRT. Toni Kitanovski is a compose of music scores for many movies on the Balkan. 1990 - 1997 Toni is staying in the USA. Graduates at Berklee College of Music, attends composition seminars with Luciano Berio, György Ligeti, private studies with Denis Grillo. Composes for the concert jazz orchestra of Herb Pomeroy; Greg Hopkins' Big-Band; and leads groups of his own. Cooperates with the performance artists Bart Uchida and Nancy Adams from Boston; composes the solo act of Uchida in Taipei, Taiwan. 1997 he returns to Skopje, forms the band Luna, appears on the AFES festival with the chamber orchestra of FMA as composer and soloist. As a soloist, bandleader, composer and arranger with his trio and the jazz orchestra he performs at many festivals, concerts and clubs al around the world. He has collaborated with many highly regarded musicians including Greg Hopkins. Charlie Mariano, Gustavo Aguilar, Vinny Golia, Steve Bernstein & Sex Mob, Matt Dariau and Nat Su. In 1998, in conjunction with the Skopje Jazz Festival label, Toni released his debut CD “One for Charlie”. Three years later, in 2001, he released the live album “Duet” with the same label. His current project is with the gypsy brass bend Cherkezi. In 2006 they released their album “Borderlands” under the Enja records label.

George Kazikos (b. 1972) obtained his clarinet diploma at the Thessaloniki National Conservatory 1991 with a First Class Honours, before going to the Conservatory of Zurich to continue his studies. During his career, he has won the prestigious Nakas Competition in Greece, as well as in the past, the state competition for the EU youth orchestra twice. Mr Kazikos has made recordings with the National Radio Orchestra and has appeared on national television performing a variety of pieces. He has also performed during the ClarinetFests in Austin Texas (2010) and Northridge LA (2011). His clarinet tutors include C. Ungureanu, P. Smith, P. Radev, R. Stoltzman, J. Widmann, H. Hoffer, D. Lewis. Since 1988, he has been the principal clarinetist of the Thessaloniki Philharmonic Orchestra and an Associate Professor at the Thessaloniki National Conservatory since 1994.

Ljubica Sekulic was born in Belgrade in 1982. She finished her studies in harp and viola performance at the Music Academy in Belgrade, Serbia. Sekulic was awarded with many international awards and scholarships, among which the most significant are: ’’Anders Sandrews Stiftelse’’ in 2006 and 2009, ’’ Kungliga Musikaliska ’’ 2007 and 2008 and Rotary International Student House 2007 scholarships. She was awarded with the following at the fallowing competitions: State competition in 1996, first price at the International Competition "Petar Konjovic" in 1998, ­ first price at the State competition in 1998, first price at the National competition ­in 2000, first price at the Yugoslavia competition in 2000, ­ third price at the Harp Competition in Belgrade 2004. She performed as a soloist and chamber musician in Serbia, Sweden, Montenegro, Bosnia, Greece, Austria, Italy, Norway and Germany. Ljubica Sekulic has also performed with many chamber groups, performing concerts with jazz an world music. She lives at Stockholm at the moment where she regulary performs with the orchestras: ‘’ The Stockholm Sinfonietta’’, ‘’ ‘Norrköping symfoniorkester ‘’,‘’The Stockholm Concert orchestra’’ and Symphony orchestra ‘’Sent Mateus’’. Since February 2014 she is active as organizer of concerts in Pygmee teatru in Stockholm. Ljubica has performed at the Eric Satie Festival in Paris in 2014 as a member of the chamber group "Pop Kvarteten".

Fatos Lumani is a well known Macedonian composer. He works as an Associate Professor at the Music Academy in Tetovo, Macedonia where he teaches Formal Analysis , Analytical Harmony and Reading Orchestral Scores. He has composed more than 30 compositions for orchestra, chamber groups and solo instruments. At the moment, Fatos Lumani is attending his PhD-Studies in the Institute Ethnomusicology and Folklore-Tirana. For some of his compositions he was awarded at the following competitions: Music Competition for Composing Contemporary Music "Cesk Zadeja"(Tirana, Albania), at the "Festival of Young Composers" 2004 (Tirana, Albania), second price at the competition for the National Anthem of Kosovo held 2008, finalist for "Composer of the Year 2012" VIRTUOZI -Organized by Ministry of Culture Macedonian Opera and Macedonian Philharmonic Orchestra. Fatos Lumani is a Co-Founder and Member of the Executive Artistic Board of Pan Albanian Philharmonic Orchestra. He was working as a member of the Comity for evaluation for the Competition for projects of national interest in the field of culture 2012-2013, text books for Music books in the Primary Schools in Macedonia and Program creator subjects : Orchestral works , Secondary Instruments for the professional Music High Schools in Macedonia.

In his education he had opportunity to learn different musical styles, which opened the doors for him in experimenting in composing musical pieces in different genres. His unconventional education had a big influence and motivation for him to start compose, perform and experiment with musical fusions. He was attending many master classes for improving his techniques in guitar playing and had chance to work with Jorge Berges - close colleague of the famous guitarist Paco De Lucia.

He performs as a soloist of Percussion and Timpani at the most popular annual events in Albania: "Albanian contemporary Music Festival" and "Pianodrom"

Mr. Popivoda is a International business lawyer. His passion for music has made him one of the rare lawyers undertaking Entertainment Law in Macedonia threw his tm Liber Legis Musica Universalis. He was a co producer and event organizer to the first music fusion project "Musica Universalis" where American DJ Derrick May performed with the Macedonian Philharmonic orchestra in Antique Theater in city of Ohrid. Currently works on a music fusion project with the world known Macedonian producer Egorythmia.
