4.3 Local context and complementarity of the project with other regional, national and local policies/ measures/ programmes/ projects:
The youth organizations in Santiago de Cali born of youth interests and are autonomous volunteers in the neighborhoods of higher social vulnerability. Arising from their desire to contribute to the social situation that they are living in their environment: violence, poverty, lack of opportunities, student desertion, gangs and organized groups outside the law. The Young offer their artistic, sporting and social skills for the conformation of dance groups (salsa, urban rhythms, hip hop, break dance), musicals, performing arts, visual and sporting too. The leaders have between 17 and 28 years and are characterized by their developed talents empirically. Despite having economic difficulties to access formal college education, they participate in governmental projects to promote leadership, having an important personal development. Support their life project in their artistic and cultural skills, sell services sporadically receiving low income that keeps them out of poverty, because they don't have sufficient skills to position their talents. Santiago de Cali is known as the world capital of salsa and the main sports center of Colombia. The rhythm, flavor and adrenaline are an essential part of the new generations, who are creating new urbans and cultural trends, for example the gender of urban salsa which it has already been positioned in the country. The urban and lyrical dances, sports like the stunt, gravity, parkour and others youth trends have taken our city, but since they are so new don´t have the support needed to stand out in the existing cultural industry. Government Institutions such as the Secretariat of Culture promotes processes of cultural industries, but they are directed to the organizations with more knowledge and a better organizational structure, leaving out the youth enterprises to which this project is aimed. Young people require a higher accompaniment which for the State is too expensive and low visibility. However, the youth require to be formed to make the jump in the poverty gap. This project is formulated especially for young people, from the knowledge of their organizational forms, skills and support needs. Contemplate information technology according to the new ways of relating to young people and as a proposed by civil society proposal that looking link state and private enterprises to position social marketing strategies related to new youth trends.
