4.2 Brief summary of the project: 
The project «Cultural cooperation as a driver of development: Minsk and other regions of Belarus» aims to transmit modern practices in the field of culture and art to cultural actors and creative youth, so that they can apply them in their professional activity. It is supposed that the participants of the project will create innovative cultural products, which will be shown in Minsk and in others regions of Belarus. Different cultural organizations like cultural centers, galleries, museums and theatres will represent an area for realization of these projects. That’s why the project will enliven the activity of different cultural organizations, will contribute to establishing of creative and cultural contacts between the metropolitan region and the periphery and will promote the involvement of wide circles of population in modern cultural process. It is supposed that students of the educational program «Modern art, theatre and art-management» will gain knowledge in art curatorship, cultural management and art critic, and learn how to interact with state institutions, NGO and business entities. Knowledge of such a mechanism will contribute to emergence of innovative cultural projects on the local scene. The duration of the program «Modern art, theatre and art-management» is 8 months and it includes 2 two-weeks residences (in the very beginning and in the end of the program), which will result in creation of innovative cultural projects by the participants of the program. 20 students from Minsk and 20 students from others regions of Belarus will be selected for the participation in the program. That’s why the project is focused on extension of art field beyond the scope of Minsk and on creation of a new understanding of culture as a driver of a regional development.

4.3 Local context and complementarity of the project with other regional, national and local policies/ measures/ programmes/ projects: 
Cultural actors in Belarus don’t have an access to modern innovative knowledge and practices in the sphere of culture and art which is connected with the inconformity of education in the field of culture to modern tendencies in art and culture. The quality of cultural education could be estimated as declining. It is difficult for cultural actors to acquire new approaches and advanced skills in creative industries without internships and residences abroad. The next problem in the sphere of culture is connected with a very traditional view on culture which is wide-spread among population. They are not prepared to perceive new, innovative and unconventional forms of art. Local authorities and representatives of business have a high level of autocensure, and it impedes the promotion of new and unusual forms of culture. As can be seen from the above, the imperfection of education in the sphere of culture and an extremely traditional understanding of culture lead to the situation where cultural actors don’t know how to use modern cultural practices and don’t prepare audience to perceive innovative cultural products. There is an absence of communication and exchange of experience and contemporary cultural practices between the metropolitan region and periphery which result in underdevelopment of art field in others regions of Belarus. Cultural actors don’t know how to interact with state institutions, business entities and non-governmental organizations, which impedes the emergence of new innovative products on local cultural scene. All the above mentioned problems have conditioned a necessity in educating cultural actors and creative youth in modern practices in the sphere of art and culture. After the completion of the course, participants of the project will be able to communicate correctly with state institutions, non-governmental organizations and business entities, which will contribute to emergence of innovative cultural projects on the local cultural scene. They will also know how to prepare audience to perceive contemporary forms of art and how to involve audience in modern cultural process.

1. School of ART Leader (October 2014 – April 2015). The School of ART Leader was organized by Visual and Performing Arts Center “ART Corporation”. The objectives of the project were to attract new generation of professionals to a relevant theatre and motion-picture process; to develop their skills of producing for realization of cultural projects at a high international level. 2. European College of Liberal Arts in Belarus. ECLAB is intended as an informal alternative to the system of higher education existing in Belarus. At the present time the ECLAB has the following education programmes: Mass culture and media; Contemporary society, ethics and politics; Public history; Gender studies; Internet and society. 3. Educational programmes based on “Cech” area: • Full-scale programme on art history, concerning the subjects of primitive art, Old World art, Antiquity, the Middle Ages, the Renaissance, the Modern Times and modernist art. The author of the program is Tatiana Zaidal – cultural specialist, candidate of the department of cultural studies in Belarusian State University. (June 2015 – to the present) • The project “Music classes for everyone” of Maria Kolesnikova, Belarusian Music Academy and Stuttgart Music High School graduate. The purpose of this project was that as many people as possible begun to understand music. (26 – 31 March 2016) 4. Educational project in the area of modern theatre practices and performance “TEART+BODY”. The project coordinator is Svetlana Ulanovskaya, researcher of contemporary dance and theatre, dance critic. The project represents a cycle of creative laboratories, aimed at exploitation of modern theatre practices and performative practices, body techniques and innovative educational approaches, but also at theoretical understanding of developments and sign events of contemporary theatre. The laboratories will be chaired by guest specialists from foreign countries and from Belarus. (January 2016 – to the present) 5. Project “On the way to the contemporary museum” (2008, 2010, 2011, 2014-2015). Objectives of the project: • contribution to the appearance of new generation of curators and art journalists in Belarus; • integration of Belarusian art into European art context and strengthening of contacts between representatives of European and Belarusian art-groups; • promotion of dialogue and understanding among people who have different views on contemporary art. The target audience of the above-mentioned projects were, generally, Minsk inhabitants. First and foremost our project is aimed at sharing of experience and transmitting of modern cultural practices to cultural actors who are working in others regions of Belarus, to revive and to make the cultural life of non capital region more diverse.

As it is stipulated in Article 10 of the Culture Law of the Republic of Belarus the main objectives and priorities of state policy in the field of culture are: 1. The cultural policy is based on the recognition of culture as one of the main factors of the Belarusian people identity, of other ethnic communities living in the Republic of Belarus, the continuity of generations, as well as the on development of children and youth education. 2. The main objectives of the state policy in the field of culture are as follows: 2.1. ensuring of the protection of the constitutional right of everyone to take part in cultural life; 2.2. establishment of guarantees of freedom of artistic creation i other creative activities; 2.3. preservation, development and dissemination of culture for the benefit of the interests of human society; 2.6. development of international cooperation in the field of culture. 3. The proposed project focuses on the organization of artistic residencies and therefore falls outside the relevant areas of intervention for the IFCD.
